SINGAPORE — Macao Chief Executive Sam Hou Fai has begun his first official visit to Singapore since taking office, kicking off a wider Southeast Asian tour that signals Macao’s push to deepen economic, tourism and investment links across the region.
Sam is in Singapore from Aug 29 to 31 at the invitation of Prime Minister Lawrence Wong, according to Singapore’s Ministry of Foreign Affairs. During the three-day visit, he is scheduled to call on Wong and attend meetings hosted by Deputy Prime Minister and Minister for Trade and Industry Gan Kim Yong, as well as Coordinating Minister for Social Policies and Minister for Health Ong Ye Kung.
The visit marks Sam’s first official trip to Singapore in his capacity as Macao’s chief executive, a position he assumed on Dec 20, 2024.
But the Singapore stop is more than a diplomatic courtesy call.
According to the Macao Special Administrative Region Government, Sam’s delegation is using the trip to study Singapore’s experience in industrial park development, tourism, urban renewal and public housing — areas that could offer valuable lessons as Macao pursues its own development plans.
Sam is also scheduled to deliver a speech at the National University of Singapore, underscoring the visit’s focus on exchanges beyond government-to-government relations.
A Bigger Southeast Asia Strategy Is Taking Shape
Singapore is the first stop of a broader regional mission that will take Sam and a delegation of Macao government officials and business representatives to Indonesia and Malaysia, with the overall trip running from Aug 29 to Sept 5.
The Macao government has described the mission as an effort to strengthen ties with Southeast Asian countries and expand practical cooperation in areas including trade, technology, tourism, culture and education.
A series of receptions and promotional events are also planned in Singapore, Jakarta and Kuala Lumpur to showcase opportunities in trade, tourism and investment. The programmes are expected to highlight Macao’s latest five-year development plans and opportunities linked to its deeper integration with Hengqin, a cooperation zone neighbouring Macao in southern China.
The economic dimension is substantial. Macao’s Commerce and Investment Promotion Institute is bringing an economic and trade delegation of around 120 members involving businesses from Macao, Hengqin and other parts of mainland China to explore opportunities in the three Southeast Asian markets.
Meanwhile, Macao’s tourism authorities have mobilised tourism associations and integrated resort operators for the regional trip, with promotional activities and business exchanges aimed at attracting more Southeast Asian visitors.
Why Singapore Matters for Macao
Singapore’s inclusion as the first stop carries particular significance. As a global business and tourism hub with extensive experience in public housing, urban planning and economic development, the city-state offers potential reference points for Macao as it seeks to diversify its economy beyond its traditional reliance on gaming and tourism.
Macao officials have also made clear that the wider tour is intended to strengthen the city’s engagement with the Association of Southeast Asian Nations (ASEAN) and position Macao as a platform connecting China with international markets.
Sam’s arrival in Singapore on Saturday was confirmed by the Macao government, which said he was welcomed at Changi Airport by Singapore and Chinese officials.
As the Macao leader moves from Singapore to Indonesia and Malaysia in the coming days, attention will now turn to whether the high-level meetings and business missions translate into concrete partnerships.
For Macao, the message behind the regional tour is becoming increasingly clear: the next phase of its growth strategy may depend not only on what happens at home, but also on how successfully it builds bridges across Southeast Asia.
