Japan is accelerating its push into military drones at unprecedented speed, but experts warn that factories, supply chains and outdated procurement systems could become the biggest threat to its ambitions.
Japan’s race to build a large-scale military drone capability is gathering pace as Tokyo adapts to a new reality: modern wars are increasingly shaped by cheap, rapidly produced and disposable unmanned aircraft.
But while Japan has moved quickly to acquire new interceptor drones and develop a domestic drone industry, a much harder question is emerging behind the scenes:
Can Japan actually manufacture enough drones—and replace them fast enough—during a major conflict?
The answer could determine whether Tokyo’s drone revolution becomes a strategic advantage or runs into an industrial wall.
Japan Fast-Tracks Drone Production in a Major Break From Tradition
Japan’s defense establishment has traditionally been associated with lengthy procurement processes and small numbers of sophisticated, expensive weapons. That model is now being challenged by the lessons of the wars in Ukraine and the Middle East, where drones can be lost in huge numbers and new designs can become obsolete within months.
On August 27, Japan’s Acquisition, Technology and Logistics Agency approved mass production of the Terra B1 interceptor drone, developed by Tokyo-based Terra Drone. Defense News reported that the procurement process took roughly three months—a dramatic acceleration compared with conventional defense programs that can take years.
The vertically launched interceptor is designed to counter hostile unmanned aircraft, while its production model also reflects the changing economics of warfare. Terra Drone says 3D printing can help shorten development cycles and make it easier to modify designs as threats evolve.
The company has also signaled plans to distribute production across multiple locations, potentially reducing the risk that a single attack or disruption could halt manufacturing.
That flexibility may prove just as important as the drone itself.
The Real Challenge: Modern Drone Wars Consume Weapons at Incredible Speed
Military planners have learned from Ukraine that possessing advanced weapons is not enough. The ability to continuously manufacture replacements can be decisive.
Japan’s Defense Ministry is already moving toward a broader drone-based defense strategy. Earlier this year, reports indicated that Tokyo was considering deploying thousands of drones as part of a layered coastal defense network, with the government aiming to introduce its broader SHIELD drone system from fiscal 2027.
The challenge is that drones are fundamentally different from many traditional military platforms.
A fighter jet or warship can remain in service for decades. Combat drones, by contrast, can be destroyed quickly, electronically defeated or overtaken by new technology at remarkable speed.
That means Japan cannot simply build a factory and produce the same drone for years.
It needs an industrial system capable of changing designs, upgrading software and scaling production without stopping the assembly line.
Japan’s Manufacturing Strength Could Also Become Its Weakness
Japan is one of the world’s great manufacturing powers, with globally competitive automotive, robotics and electronics industries. But turning that industrial strength into mass drone production is not necessarily straightforward.
Traditional factories are optimized for consistency and precision. Modern combat drones may require something very different: rapid redesign, frequent upgrades and the ability to switch production as battlefield conditions change.
Defense News reported that Terra Drone sees additive manufacturing as one way to address this problem, allowing prototypes and components to be modified more quickly than through conventional manufacturing methods.
The broader question, however, remains whether Japan’s defense-industrial ecosystem can adopt that level of flexibility at scale.
Japan’s own defense strategy recognizes the urgency of strengthening domestic production. The Ministry of Defense’s fiscal 2026 budget includes major funding aimed at reinforcing the country’s defense production base, including efforts to improve supply-chain resilience and manufacturing capacity.
The government is increasingly treating industrial resilience as part of national security—not merely an economic issue.
China-Linked Supply Chains Remain a Major Vulnerability
Even if Japan succeeds in building more drones domestically, it faces another difficult challenge: where the components come from.
Drone manufacturing depends on a complex global network of batteries, motors, electronics, sensors and specialized materials. Japan’s goal of developing a more self-reliant drone industry is partly driven by concerns that overseas supply chains could become unreliable during a regional crisis.
Terra Drone President Toru Tokushige has previously stressed the importance of building domestic production and reducing dependence on imported components, warning that supply continuity has not traditionally been a central consideration for Japan’s drone sector.
The issue has become more urgent as geopolitical competition intensifies. China remains a dominant force in global drone manufacturing and holds a powerful position across several critical technology and materials supply chains.
For Japan, the challenge is therefore not simply to manufacture drones with a “Made in Japan” label. It is to ensure that the components inside them can still be sourced during a crisis.
Japan Is Betting Big on Drones as Security Risks Rise
Tokyo’s urgency is being driven by a deteriorating regional security environment, including tensions surrounding Taiwan and China’s expanding military capabilities.
Japan’s 2026 defense planning has placed growing emphasis on unmanned systems, while the country’s defense buildup increasingly focuses on long-range weapons, advanced technology and domestic industrial capacity.
The shift is part of a broader transformation. Japan is moving away from a model that prioritizes relatively small numbers of highly sophisticated systems and toward one that must also account for quantity, affordability and rapid replenishment.
Other countries are moving in the same direction. Taiwan, for example, is pursuing a major expansion of its military drone capabilities, while Japan and Australia have explored deeper defense-industrial cooperation, including potential collaboration on drones and other weapons systems.
The strategic message is becoming increasingly clear across the Indo-Pacific:
Future conflicts may not be decided solely by who has the most advanced weapons—but by who can keep producing them.
The Testing Problem Could Be Japan’s Next Bottleneck
Manufacturing is only one part of the equation.
Drones must be tested against electronic warfare, communications interference and real-world operational conditions. Japan’s geography and dense population can make large-scale testing more difficult than in countries with vast training ranges.
Japan is also grappling with practical operational challenges, including training drone operators and ensuring that unmanned systems can operate without disrupting civilian communications.
As the number and variety of military drones increase, Japan will need more than factories. It will need testing ranges, trained personnel, secure communications networks and a procurement system capable of responding to technological changes in months—not years.
Japan’s Drone Race Has Started—But the Hardest Part Is Still Ahead
Japan’s rapid approval of domestically produced interceptor drones shows that Tokyo is capable of moving faster than its traditionally cautious defense system.
But approving a drone is one thing. Sustaining thousands—or potentially tens of thousands—of drones during a prolonged conflict is another.
The real test will be whether Japan can build a defense-industrial ecosystem that is fast, flexible and resilient enough to survive disruption.
The drone age is forcing militaries around the world to rethink what military power actually means. For Japan, the answer may lie not just in advanced technology, but in something less glamorous and potentially more important:
Factories that can adapt, supply chains that can survive a crisis, and an industrial system capable of replacing losses faster than an enemy can inflict them.
Japan’s drone sprint is clearly underway.
Whether its industrial base can keep pace may be the question that matters most.
