From Forests to Mangroves, Ilocos Norte Is Building Nature’s Shield—Here’s What Happens When the Next Climate Shock Hits

LAOAG CITY, Ilocos Norte — Ilocos Norte is taking a different approach to climate resilience: instead of treating floods, droughts, erosion and coastal hazards as separate problems, the province is linking its forests, watersheds, rivers and coastal ecosystems into one interconnected defense system.

The strategy is being incorporated into the province’s proposed Local Climate Change Action Plan (LCCAP) for 2027–2032, which aims to integrate climate adaptation and mitigation into development planning, disaster-risk reduction, environmental protection and community livelihood programs.

The idea is known as a ridge-to-reef approach—protecting natural systems from the uplands all the way to the coast.

And for Ilocos Norte, the stakes are considerable.

The province has approximately 362,291 hectares of land, with nearly 59 percent classified as forest land, as well as a 150-kilometer coastline covering nine coastal municipalities from Pagudpud to Badoc. These ecosystems are closely connected: what happens in upland forests and watersheds can eventually affect rivers, farms and coastal communities.

From forests to the coastline

Under the province’s Ilocos Norte Green Wall, authorities are promoting reforestation with native species, watershed rehabilitation, erosion and siltation control, and protection of water resources.

The effort continues downstream through riverbank and riparian-zone restoration and coastal programs under the province’s Blue Wall initiatives, including mangrove rehabilitation.

A separate Ridge, River to Reef initiative launched in Bangui on Aug. 18 brought together about 28 national government agencies, local government units and civil society organizations. Participants planted 250 fire tree seedlings and 20 banaba seedlings while also conducting a coastal cleanup.

The approach reflects a growing recognition that environmental protection can also function as disaster-risk reduction.

Forests and watersheds can help regulate water and reduce erosion, while healthy mangrove systems can help lessen exposure to coastal flooding, erosion and storm surges.

But officials acknowledge that these ecosystems are themselves vulnerable.

Among the risks identified for Ilocos Norte are rising temperatures, heavy rainfall, prolonged drought, sea-level rise, storm surges, coastal flooding, shoreline erosion and saltwater intrusion—threats that can affect agriculture, fisheries, water supplies, infrastructure and communities.

Nature is only one piece of the defense

The province is not relying on ecosystems alone.

Its broader proposed Provincial Disaster Risk Reduction and Management Plan for 2027–2032 includes a planned ₱11.12 billion investment in disaster-risk reduction programs and projects.

The proposed allocation covers preparedness, prevention and mitigation, disaster response, and rehabilitation and recovery. It also includes risk-informed development, resilient infrastructure, ecosystem restoration, nature-based solutions, agricultural resilience and environmental management.

That distinction is important.

Nature-based solutions can strengthen resilience, but they do not replace evacuation systems, flood-control infrastructure, emergency communications or disaster-response capabilities.

Instead, Ilocos Norte is attempting to combine them.

Communities become part of the climate strategy

Another major component is community participation.

Under the proposed climate action plan, Barangay Ranger Officers are envisioned as local stewards responsible for activities such as producing and planting seedlings, maintaining restoration sites, conducting patrols and helping protect natural resources. The province is also using cash-for-work arrangements to connect environmental restoration with livelihood opportunities.

This community-centered approach is also reflected in scientific work being carried out in Ilocos Norte.

Mariano Marcos State University, together with DOST-PCAARRD and other partners, has worked on nature-based solutions for mangrove management, with an emphasis on green engineering and community participation. The project was designed to address the vulnerability of coastal communities to storm surges, sea-level rise and changing weather patterns.

The climate challenge reaches the farms, too

Ilocos Norte’s climate strategy is also tied to food and water security.

Previous research involving Mariano Marcos State University documented how changing rainfall patterns, flooding and sedimentation have affected rice production in the province. Farmers and local governments have responded through measures including adjusted cropping calendars, appropriate rice varieties, irrigation interventions, hazard mapping and rehabilitation of dams and flood-control structures.

More recently, the province has also intensified measures against drought and water shortages affecting agriculture, including rehabilitation of small water-impounding systems and identification of alternative water sources.

That makes the ridge-to-reef strategy more than an environmental campaign.

It is increasingly becoming a question of water, food, livelihoods, public safety and economic stability.

Waste is part of the equation

The proposed climate strategy also extends beyond forests and coastlines.

Ilocos Norte is strengthening plastic recycling, materials recovery and resource-recovery initiatives while monitoring garbage compactors distributed to local governments. A ₱25.5-million solid waste management facility in Barangay Imelda, Marcos, is also included in the province’s efforts to improve waste management and reduce environmental impacts.

Taken together, the initiatives point to a broader shift: climate resilience is increasingly being treated as an everyday governance issue rather than something that begins only when a typhoon, flood or drought arrives.

The real test comes next

Ilocos Norte now faces the harder part—turning plans and individual projects into measurable, long-term results.

The proposed LCCAP 2027–2032 provides a framework, while the province’s disaster-risk plan adds major investments in preparedness, mitigation, response and recovery. But the effectiveness of the strategy will ultimately depend on sustained funding, ecosystem monitoring, enforcement, coordination among agencies and continued participation from communities.

The lesson from Ilocos Norte is therefore bigger than tree planting.

A forest can help protect a watershed. A healthy watershed can support rivers and farms. A functioning river system can reduce downstream risks. Mangroves can strengthen coastal defenses. And communities can help maintain the entire chain.

The province is betting that protecting each link—from ridge to river to reef—can make the communities connected to them harder to break when the next climate shock arrives.
