MANILA, Philippines — Getting through airport security and boarding without a baggage problem usually feels like a small victory. For a group of Cebu Pacific passengers, however, following the airline’s hand-carry rules earned them something extra: recognition, certificates and even a special “CEBlay.”

Cebu Pacific turned baggage compliance into a lighthearted airport celebration on September 4, recognizing passengers whose hand-carry bags successfully fit its new and improved baggage sizer before their flight to Davao.

The activity, dubbed the “BOARDING PASSers Recognition Ceremony,” was held at Ninoy Aquino International Airport Terminal 3 for passengers aboard Cebu Pacific flight 5J 971 bound for Davao.

Instead of treating baggage rules simply as another airport requirement, the airline used the event to highlight how smart packing and proper hand-carry compliance can make boarding smoother for everyone.

Passengers get a graduation-style surprise

Passengers whose cabin bags passed the airline’s baggage sizer were recognized as “BOARDING PASSers.”

They received certificates from the tongue-in-cheek “Baggage Regulation Commission” and a special “CEBlay,” while Cebu Pacific mascot Cebie encouraged them to become examples of responsible travelers.

The celebration continued when the passengers arrived in Davao, where they were welcomed with a large congratulatory banner in a playful nod to a Filipino graduation ceremony.

But behind the fun was a serious operational message.

Cebu Pacific said properly sized and stowed cabin baggage can help passengers board more efficiently, reduce potential delays and allow aircraft to depart on time. Keeping bags properly stowed also helps maintain clear aisles and emergency areas while making better use of limited overhead-bin space.

“Following hand carry guidelines may seem small, but it makes a big difference,” Cebu Pacific Vice President for Customer Service Operations Lei Apostol said, explaining that the initiative was meant to recognize passengers whose compliance contributes to a smoother journey.

The Cebu Pacific hand-carry rule travelers shouldn’t overlook

For passengers preparing for their next Cebu Pacific flight, the celebration is also a timely reminder to check their baggage before leaving home.

Cebu Pacific’s current baggage guidelines allow passengers to bring up to two cabin items for free, subject to the applicable weight and size limits:

  • One hand-carry item: maximum 56 × 36 × 23 cm, intended for the overhead compartment
  • One personal item: maximum 20 × 20 × 36 cm, designed to fit underneath the seat
  • Combined cabin baggage weight: up to 7 kg

The airline says bags may be assessed at the airport, and baggage that exceeds the applicable weight, size or piece allowance may need to be checked in, with corresponding fees.

That means a bag that looks small enough may still cause problems if it exceeds the prescribed dimensions or the total weight limit.

Why smart packing matters beyond avoiding extra fees

Baggage compliance is not just about avoiding an unexpected airport charge.

When cabin bags fit within the prescribed limits, they can be stored properly in the aircraft cabin. This can reduce the amount of time passengers and crew spend dealing with oversized or overweight hand-carry items during boarding.

It can also help prevent bags from obstructing aisles or areas that need to remain clear for safety.

Cebu Pacific is therefore using the “BOARDING PASSers” campaign to frame compliance as something passengers can actively contribute to—not merely a rule they have to follow.

Need more luggage? Plan ahead

Travelers who know they will need more than the standard cabin allowance can purchase additional checked baggage through Cebu Pacific’s Manage Booking facility.

The airline says passengers can add or upgrade baggage through their MyCebuPacific account, while purchasing baggage in advance can be more economical than dealing with baggage requirements at the airport.

Cebu Pacific also offers online check-in through its website and mobile app. Passengers without checked baggage may proceed toward their assigned boarding gate after completing the required airport procedures, subject to the airline’s current airport and flight requirements.

The easiest way to avoid a baggage surprise

Before heading to the airport, Cebu Pacific passengers can take a few minutes to:

Measure the bag. Make sure the main hand-carry piece does not exceed 56 × 36 × 23 cm.

Check the personal item. The current Cebu Pacific guide lists a maximum of 20 × 20 × 36 cm.

Weigh everything. The combined cabin baggage allowance is 7 kg.

Cebu Pacific currently says it operates flights to 35 domestic and 26 international destinations across Asia, Australia and the Middle East.

The “BOARDING PASSers” celebration may have been designed to put a fun spin on airport compliance, but its takeaway is straightforward: packing smarter before leaving home can mean a smoother experience once you reach the airport.
