BINI’s Mikha Lim Questioned the Philippines’ $70-Billion Pax Silica Vision—But One Detail Changes the AI Hub Debate

MANILA, Philippines — BINI member Mikha Lim has pushed one of the Philippines’ biggest technology projects deeper into the national conversation, questioning whether the promised economic gains from the U.S.-led Pax Silica initiative will ultimately be worth the pressure it could place on the country’s natural resources and communities.

Lim raised the issue during an August 15 Weverse livestream, where she discussed the proposed massive industrial development in New Clark City, Tarlac. Clips of her remarks quickly circulated beyond BINI’s fanbase, drawing both praise and debate online.

Her questions went straight to the heart of the controversy: If the Philippines moves higher in the global AI and semiconductor industry, what could it cost in land, minerals, water and everyday living expenses?

Lim questioned whether technological progress would still benefit ordinary Filipinos if economic expansion were accompanied by greater pressure on household expenses. She also raised concerns about clean-water demand and urged people not to overlook farmers and agricultural communities.

What exactly is Pax Silica?

The controversy is much larger than a celebrity commenting on artificial intelligence.

The Philippines officially joined the U.S.-led Pax Silica initiative in April 2026, becoming its 13th participant at the time. Washington describes Pax Silica as an economic-security framework intended to strengthen trusted supply chains covering semiconductors, critical minerals, advanced manufacturing, computing and other infrastructure required by the AI economy.

Under the Philippine plan, roughly 4,000 acres, or about 1,620 hectares, in New Clark City have been identified for an industrial hub connected to the Luzon Economic Corridor.

But an important distinction has sometimes been lost in the online debate.

While the development has frequently been described as an “AI hub,” Philippine officials have said the project is not primarily about filling New Clark City with enormous hyperscale data centers.

The Department of Trade and Industry has said the focus is expected to be advanced manufacturing—including components used in AI systems, chips, electronics and semiconductor-related industries. BCDA has similarly said hyperscale data centers are not the central component of the planned Pax Silica site.

That distinction matters because some of the strongest criticism surrounding the project has centered on the huge water and electricity consumption associated with large AI data centers.

The government is promising a massive economic payoff

The numbers being discussed are enormous—but they remain government projections, not guaranteed outcomes.

At full development, BCDA has estimated that Pax Silica could attract $40 billion to $70 billion in investment.

It has also projected roughly 130,000 to 190,000 direct jobs, with hundreds of thousands more indirect or induced jobs potentially created around the development. BCDA has additionally cited substantial export and tax-revenue potential if the project reaches full buildout.

The timetable shows just how long-term the project is.

BCDA has discussed beginning development around 2028, with an initial phase covering roughly 500 hectares and full development potentially stretching over decades. The governing and commercial frameworks have still been under negotiation, meaning the entire vision is far from a finished industrial complex today.

That is another crucial point in the public debate: Pax Silica has not yet been fully built, and many of its eventual environmental impacts will depend on the industries and facilities that actually locate there.

Water and electricity remain the biggest questions

Lim’s concerns did not emerge in a vacuum.

Environmental organizations and scientists have already demanded more detailed studies on how the development could affect water supplies, electricity demand, agriculture, biodiversity and nearby communities.

BCDA previously estimated that power demand across the project at full development could reach around 3 gigawatts, while arguing that the development should rely heavily on renewable energy and dedicated generation rather than simply taking existing electricity away from nearby consumers.

Water may be even more politically sensitive.

BCDA has said it plans to minimize reliance on groundwater through surface-water and rainwater harvesting, impounding facilities, storage, treatment and recycling.

Environmental advocates counter that those assurances need to be backed by detailed scientific modeling—particularly for drought conditions and periods when Central Luzon communities and farms may simultaneously need more water.

The government has said surrounding communities will remain the priority when water resources are allocated and that projects inside the development will have to comply with environmental regulations and obtain required environmental approvals.

Then there is the fight over farmers and Indigenous communities

Critics have also warned that development could affect farmers and Indigenous communities around New Clark City.

Environmental groups have cited much larger numbers of potentially affected residents, while BCDA strongly disputes those estimates, saying the project is located on government-owned land and arguing that only a small number of farmers would be directly affected by the development footprint.

BCDA has said livelihood assistance and other programs would be provided where agricultural activities are disrupted.

The conflicting accounts underline why public consultation and independently verifiable information are likely to remain central to the Pax Silica debate.

Even business leaders want safeguards

Opposition to the project is not the only position being heard.

The Management Association of the Philippines has supported moving forward with Pax Silica, describing the initiative as potentially transformative for industrialization, Filipino talent and higher-value employment.

But the business organization has advocated what it calls a “Proceed, but Protected” approach.

It wants measurable technology transfer, Filipino participation in technical and leadership positions, environmental safeguards, community protections and guarantees that activities remain subject to Philippine laws, taxation, labor standards and judicial processes.

That position reveals something important: the debate does not have to be reduced to simply being “for AI” or “against AI.”

The larger argument is about what kind of deal the Philippines gets.

Pax Silica is also becoming part of the U.S.-China technology rivalry

There is another layer that makes the New Clark City project far more consequential than an ordinary industrial estate.

Pax Silica is increasingly tied to Washington’s broader competition with Beijing over artificial intelligence, semiconductors and critical minerals.

Reuters reported in August that the United States was preparing to push countries participating in its AI cooperation framework toward clearer alignment with Washington rather than simultaneously participating in competing Chinese initiatives.

That means decisions surrounding Pax Silica could eventually touch not only jobs and environmental policy but also Philippine industrial strategy, foreign relations and the country’s position between two competing technological ecosystems.

Why Mikha Lim’s comments became bigger than celebrity news

Lim did not present herself as an environmental scientist, economist or technology-policy expert.

And she did not settle the Pax Silica debate.

What she did was bring questions already being raised by environmental organizations, communities, lawmakers and business groups to an enormous young audience that might otherwise never read a government briefing or industrial-policy document.

That may explain why the remarks traveled so quickly online.

Pax Silica carries an unusually powerful promise: billions of dollars in investment, potentially hundreds of thousands of jobs and a chance for the Philippines to move further up the global semiconductor and AI value chain.

But the project also raises questions that cannot be answered by investment projections alone.

How much water will the completed industrial ecosystem really require? Where will its electricity come from? What happens to communities around the site? Will Filipino workers gain advanced skills and technology—or will the Philippines remain primarily a location for foreign-controlled production? And how much of the economic upside will stay inside the country?

Those questions existed before Mikha Lim spoke.

Now millions more Filipinos may be asking them.
