Australia Begins Unprecedented H5N1 Vaccination Drive for Little Penguins — But the Race May Be Against Time

SYDNEY — Australia has launched an extraordinary effort to protect one of the world’s largest and most famous little penguin colonies after H5 bird flu reached Phillip Island, prompting wildlife officials to begin vaccinating thousands of wild birds.

The emergency campaign is targeting about 5,000 little penguins at Phillip Island in Victoria and at St Kilda in Melbourne. Officials describe the operation as unprecedented because it involves vaccinating a large population of free-ranging wild birds rather than animals in captivity.

The move follows the confirmed death of a little penguin on Phillip Island that tested positive for H5 bird flu earlier this month. The detection marked the first known infection in the island’s iconic penguin colony, which can number up to 40,000 birds during the breeding season.

A race against a rapidly spreading virus

The stakes are high. Phillip Island’s little penguins are a major wildlife attraction, drawing hundreds of thousands of visitors each year to watch the birds return from the sea at the famous Penguin Parade.

Australia’s H5 bird flu outbreak began with detections in seabirds in Western Australia in June. The virus has since been detected in wild birds in several parts of the country, with Victoria and South Australia among the areas experiencing significant activity. Australia’s authorities have concluded that eradication of H5 bird flu from wildlife is not technically feasible under current circumstances, shifting the response toward surveillance, containment and protection of high-risk species.

The threat extends beyond penguins. Australian conservation assessments have identified hundreds of native bird and mammal species as potentially vulnerable to H5 bird flu, including threatened species whose populations could be severely affected by outbreaks.

Why vaccinating wild penguins is so difficult

Unlike a vaccination program involving domestic animals, wildlife teams cannot simply line up the birds and administer a single shot.

Each penguin is expected to require two vaccine doses, normally separated by several weeks. Because officials are working under urgent conditions, authorities have also been considering whether the interval between doses can be shortened.

Teams are catching penguins from their burrows and using identification technology to keep track of vaccinated birds. The animals can also be encountered as they return from the ocean at night.

Wildlife officers have an advantage: Phillip Island’s penguins are already accustomed to human activity, lighting and periodic handling for scientific monitoring. Even so, officials acknowledge that capturing and vaccinating thousands of wild birds is an enormous logistical challenge.

The first line of defence may be the penguins closest to people

Officials are initially concentrating vaccination efforts on approximately 5,000 penguins located closest to visitor areas rather than attempting to vaccinate the entire colony.

That strategy reflects both the enormous size of the population and the practical difficulty of reaching every bird. The campaign is expected to continue for weeks or even months, rather than being completed in a matter of days.

Experts have stressed that vaccination is not a guarantee that the virus will be stopped. Instead, it is being used as one tool in a broader response that includes surveillance, biosecurity and efforts to reduce the risk of transmission.

Australia’s wider bird-flu threat

The Phillip Island development comes as Australia confronts a virus that has caused major wildlife losses internationally.

The Australian Centre for Disease Control says the H5N1 strain detected in the country belongs to the globally circulating H5N1 clade 2.3.4.4b. Despite the seriousness of the outbreak among wildlife, Australia’s current risk to human health remains assessed as low.

Authorities are nevertheless urging people not to touch sick or dead birds and to avoid contact with potentially infected wildlife.

The warning has become particularly urgent as additional wildlife deaths are investigated. In Tasmania, authorities are currently testing samples after 28 little penguins and three crested terns were found dead on King Island, although bird flu had not yet been confirmed as the cause at the time of reporting.

In South Australia, more than 1,000 birds have also been reported dead in several mass-casualty events amid the state’s ongoing H5 outbreak.

Why Phillip Island matters

The little penguin is Australia’s smallest penguin species, and Phillip Island supports the world’s largest single colony of the species. Its concentration in a relatively small breeding area makes the population particularly important — but also potentially vulnerable if a highly contagious virus spreads rapidly through the colony.

For now, wildlife officials are betting on vaccination, surveillance and rapid intervention to prevent a single confirmed infection from becoming a much larger catastrophe.

The challenge is that H5 bird flu is already circulating in Australian wildlife.

And with thousands of wild penguins still needing protection, the biggest question is whether the vaccination campaign can move faster than the virus.
