AI Police Photos Are Going Viral—But Davao de Oro Cops Say There’s a Dangerous Catch

DAVAO DE ORO, Philippines — An image showing a police officer in uniform may look convincing enough to pass as an authentic photograph—but authorities in Davao de Oro are warning the public that artificial intelligence can make appearances dangerously deceptive.

The Davao de Oro Police Provincial Office (DDOPPO) has urged Filipinos to use AI-generated images responsibly, particularly when the technology is used to create or manipulate images showing people wearing police uniforms, badges or other police insignia.

The warning comes as increasingly realistic generative-AI tools make it easier for virtually anyone to produce photographs that appear authentic—even when the people, uniforms or situations shown never existed.

According to the police advisory reported by the Philippine Information Agency, users are encouraged to clearly identify AI-generated material and make it clear that the images do not depict actual police personnel or real incidents.

The concern goes beyond a misleading social-media post.

A fabricated image of someone appearing to be a police officer can potentially create a false impression that an individual is connected to law enforcement, was involved in an incident, or made a particular statement or action. Once such an image is reposted without context, determining where it originated can become increasingly difficult.

Why police uniforms make AI images especially sensitive

Police uniforms and insignia are not simply visual decorations. They communicate authority and can influence how people interpret an image.

The Philippine National Police has previously issued a similar warning. In November 2025, the PNP urged social-media users to be responsible when using manipulated or AI-generated images involving police uniforms and insignia. The warning followed the circulation of an image of Cebu Gov. Pamela Baricuatro appearing to wear a Special Weapons and Tactics (SWAT) uniform.

That earlier warning shows why the issue has moved beyond simple questions about whether an AI image is “real” or “fake.”

A realistic-looking image can influence public perception before anyone has time to verify it.

And the technology is becoming harder to police.

AI-generated content is becoming a wider misinformation problem

The Davao de Oro warning is part of a broader Philippine effort to confront synthetic media, online scams and AI-driven misinformation.

The Department of Information and Communications Technology has previously worked with Meta on efforts to address AI-generated scams and fabricated content circulating on social-media platforms. DICT has also encouraged users to verify information through trusted sources and report suspicious material through official government and platform channels.

In April 2026, the Presidential Communications Office, DICT and Department of Justice also entered into an agreement aimed at strengthening government coordination against fake news, disinformation and AI-generated deepfakes. The initiative was framed around protecting public safety, national security and democratic institutions while preserving legitimate freedom of expression.

The message from authorities is becoming increasingly consistent: AI itself is not necessarily the problem. The danger comes when synthetic content is presented as reality and used to deceive, damage reputations or cause harm.

Privacy risks can be serious, too

There is another layer to the issue that Filipinos should not overlook: privacy.

In a public notice issued on August 11, 2026, the National Privacy Commission said a person’s face and likeness are personal information under the Data Privacy Act of 2012. The Commission warned that using AI to generate images or videos based on an identifiable person’s face and likeness—and subsequently posting or sharing that material—can constitute processing of personal data.

The NPC said such processing must have a lawful basis. Depending on the circumstances, unauthorized use of someone’s likeness may potentially result in violations of the Data Privacy Act, alongside possible civil, administrative or criminal consequences.

The Commission also made an important distinction: an AI-generated image showing a real person doing something they never did, saying something they never said, or being somewhere they never were can constitute false personal data about that individual.

That applies even when the person depicted is a public official.

The warning is not “never use AI”

The Davao de Oro advisory should not be interpreted as a blanket ban on AI-generated images.

AI can be used for entertainment, creative work, education, illustrations and other legitimate purposes.

The critical issue is transparency and context.

If an AI-generated image depicts a police officer, public official or other identifiable person, viewers should not be left with the impression that the scene actually happened.

That is particularly important when the image relates to crime, arrests, public emergencies, political events or other situations where a fabricated photograph could influence public opinion or trigger unnecessary alarm.

The Office of Civil Defense in Central Visayas made a similar appeal after AI-generated disaster photographs circulated online in 2025. Authorities warned that fabricated images of flooding and other disaster scenes could create confusion and unnecessary psychological distress, particularly during emergencies when people rely heavily on visual information.

So how can you tell if an image is AI-generated?

There is no single visual trick that can reliably identify every AI-generated image.

Some synthetic images contain obvious problems—distorted hands, strange fingers, inconsistent text, unusual reflections or unnatural body proportions. But newer AI systems can produce images that are much more convincing.

Research published in 2026 has also highlighted the difficulty of reliably detecting synthetic imagery, particularly after images have been compressed, edited or repeatedly shared online.

That means users should not rely solely on whether an image “looks fake.”
