The Land Transportation Office has suspended for 90 days the license of a motorcycle rider seen in a viral video allegedly chasing and throwing a rock at a child who was riding a tricycle with his mother.
The child was reportedly injured in the forehead after being hit by the object. According to the LTO, the incident stemmed from an earlier road altercation between those involved.
The video also showed several alleged traffic violations involving the motorcycle. Authorities noted that the motorcycle did not have a side mirror, while the helmets worn by the rider and his passenger were reportedly not compliant with standard requirements.
The LTO Intelligence and Investigation Division has summoned the motorcycle’s registered owner and rider to appear on September 29, 2026, to explain the incident and submit their respective affidavits.
The rider is facing administrative complaints that include reckless driving, violation of the Anti-Distracted Driving Act, use of non-standard motorcycle helmets, and operating a vehicle without the required accessories.
Aside from the 90-day license suspension, the motorcycle has also been placed under alarm status while the investigation continues.
LTO Chief Assistant Secretary Markus V. Lacanilao reminded motorists that road disputes should not escalate into fights or acts of violence, particularly when innocent passengers or bystanders can become victims.
The case remains under investigation, with the LTO set to determine the appropriate administrative action after the summoned parties submit their explanations.
