Hong Kong Policy Address to Focus on Youth Housing and Mediation

Hong Kong Chief Executive John Lee Ka-chiu is expected to unveil new initiatives focused on youth home ownership and international commercial mediation in his policy address on Wednesday.

The housing measures are expected to help more young couples purchase subsidised homes, including a proposal to lower the minimum down payment for families with newborn children.

The initiative comes as the government continues to address housing affordability and expand opportunities for younger residents to move into home ownership.

Another major part of the policy agenda will focus on strengthening Hong Kong’s role as an international centre for mediation. The government plans to prioritise the use of the International Organisation for Mediation (IOMed) in resolving certain international commercial disputes.

According to government sources, IOMed could be included as a dispute-resolution option in government contracts involving international commercial matters and in international agreements signed by the Hong Kong government.

Authorities are also expected to encourage IOMed to handle disputes involving emerging sectors, including commodity trading and the space economy.

The government is considering establishing a dedicated panel of mediators specialising in commodity trading. The proposed arrangement is intended to help address cross-border disputes and reduce risks for companies conducting international transactions.

The measures reflect Hong Kong’s broader effort to strengthen its position as a centre for international business and dispute resolution. The government has been seeking to attract overseas companies and develop new economic sectors while addressing domestic livelihood concerns.

The policy address will also come alongside Hong Kong’s first five-year plan, setting out longer-term development priorities for the city through 2030.

Together, the housing and mediation initiatives highlight two different areas of the government’s agenda: improving access to home ownership for younger residents while expanding Hong Kong’s role in international commercial services.
