CEBU CITY, Philippines — Thousands of qualified senior citizens in Cebu City can now receive ₱3,000 in third-quarter financial assistance, with the city’s latest payout running from September 5 to September 10, 2026.
The assistance is equivalent to ₱1,000 per month for three months and forms part of Cebu City’s restored quarterly financial assistance program for senior citizens.
The latest payout comes after Cebu City Mayor Nestor Archival restored the quarterly release of senior assistance through Executive Order 077, signed on June 3, 2026. Under the order, qualified beneficiaries receive ₱3,000 every quarter instead of receiving the assistance in smaller monthly releases.
₱3,000 payout runs until September 10
The third-quarter distribution began on September 5 and will continue until September 10, giving qualified beneficiaries a limited window to claim their assistance.
The city’s revised system provides a 10-calendar-day distribution period. During the initial distribution days, payouts are conducted at designated barangay or school gymnasiums, while beneficiaries who are unable to claim their assistance during the initial schedule may proceed to the City Treasurer’s Office (CTO) during the remaining distribution period.
For bedridden senior citizens, the city has also established house-to-house distribution procedures.
Seniors face stricter claiming rules
The return to quarterly payouts also came with tighter safeguards designed to strengthen the verification of beneficiaries and prevent irregular claims.
Under the current rules, qualified recipients are generally required to personally claim their assistance and present their original Office of the Senior Citizens Affairs (OSCA) identification card.
Photocopies, scanned copies and digital reproductions are not accepted under the current guidelines. Seniors who have lost their OSCA cards are required to secure a replacement or appropriate certification from OSCA before claiming.
The city also prohibited the use of ordinary authorization letters for claiming the assistance.
However, special procedures apply to beneficiaries who are unable to sign because of illness or illiteracy, with accompanying persons and designated officials serving as witnesses during the payout process.
What happens if a senior misses the payout?
This is one of the most important details for beneficiaries.
Under the executive order, assistance that remains unclaimed after the 10-day distribution period may be forfeited. Seniors who repeatedly fail to claim their benefits for three consecutive quarters without a valid justification may also be temporarily inactivated from the program.
That means eligible beneficiaries should not assume that the ₱3,000 will simply remain available indefinitely.
Cebu City reviews ID requirements
The strict identification rules have also prompted concerns from some city officials.
Councilor Pastor “Jun” Alcover Jr., chairman of the City Council committee on senior citizen affairs, previously urged the city government to consider alternative documents for seniors who had lost or damaged their OSCA cards.
Mayor Archival said the city was open to reviewing the requirements, provided any changes remain legally defensible and preserve safeguards against fraud and misuse of public funds.
For now, however, the stricter requirements remain important for beneficiaries preparing to claim the current assistance.
Don’t confuse Cebu City’s aid with the DSWD social pension
The term “social pension” can cause confusion because Cebu City’s quarterly senior assistance is separate from the Department of Social Welfare and Development (DSWD) Social Pension Program for Indigent Senior Citizens.
The national DSWD program is intended for qualified indigent seniors and provides ₱1,000 per month, normally released on a quarterly basis. Eligibility involves specific requirements, including age, indigency and the absence of certain regular pension or financial support arrangements.
DSWD Field Office 7 has also moved toward using Community-Based Monitoring System (CBMS) data generated through the Philippine Statistics Authority to help identify and validate beneficiaries in Central Visayas.
Therefore, seniors should verify whether the assistance they are claiming is from the Cebu City government program or the DSWD national social pension program, particularly because the qualification and distribution procedures are not necessarily the same.
A reminder for Cebu City seniors
For qualified Cebu City beneficiaries, the immediate concern is the September 10 deadline for the current third-quarter payout.
Seniors preparing to claim should make sure their documents are in order and follow the distribution instructions issued by the city and the appropriate barangay or payout site.
The quarterly system gives beneficiaries a larger amount at one time, but the stricter claiming rules also mean that missing the designated payout period can have consequences.
For seniors who depend on the assistance for food, medicine and everyday expenses, the message is simple: check your schedule, prepare the required identification and do not wait until the final day to claim.
