Iloilo Sends Declogging Teams Into Flooded Barangays — But Engineers Say the Real Problem Is Much Bigger

ILOILO CITY — Declogging crews are being sent directly into flood-prone communities across Iloilo City after another round of rainfall submerged streets and homes — but city engineers are warning that clearing blocked canals will only buy time unless one much bigger problem is solved.

The city needs a drainage network that actually works as one interconnected system.

The latest push follows flooding on September 7 that affected at least 14 barangays across five districts, with water reaching 10 to 12 inches in parts of Barangay Don Esteban in Lapuz, according to reports from the Iloilo City Disaster Risk Reduction and Management Office.

Now, the City Engineering Office is coordinating with the General Services Office, Infrastructure and Facility Conservation Office, and City Environment and Natural Resources Office to bring immediate declogging operations into affected barangays.

But the message from engineers is increasingly clear: Iloilo cannot declog its way out of a structural flooding problem.

Declogging Starts in Lapuz — Where Floodwaters Keep Returning

City Engineer Mavi Gustilo said initial operations will work from Barangay Sinikway toward Don Esteban in Lapuz, where a pumping station is located, before crews move into other communities needing assistance.

The idea is straightforward: remove debris and blockages so water can reach drainage outlets and pumping facilities more efficiently.

The harder problem is what happens after water leaves an individual barangay.

Gustilo said Iloilo’s drainage lines cannot continue functioning as isolated systems that stop at community boundaries. Instead, they must eventually be connected to proper outfalls and pumping stations, including facilities serving the La Paz area.

That distinction could determine whether future drainage projects actually reduce flooding — or merely move water from one neighborhood into another.

September Flooding Was Only the Latest Warning

The September 7 flooding was relatively limited compared with what Iloilo City experienced just weeks earlier.

On August 17, intense rains enhanced by the southwest monsoon flooded 65 barangays. Updated city emergency data cited by the Philippine Daily Inquirer and Philippine News Agency showed 1,056 families, or 3,216 people, were affected, with 1,679 people remaining in evacuation centers at one stage of the emergency.

Some communities experienced far more severe water levels than during the September flooding.

In Jaro, floodwater in Barangay Sambag reportedly reached 36 to 50 inches, while parts of Our Lady of Lourdes and Taft North reached around 45 inches.

GMA Regional TV reported that roughly 160 to 165 millimeters of rain fell within six hours during that event. Officials said some deeply flooded locations drained relatively quickly, while water lingered elsewhere because those areas lacked adequate outlets.

That last detail cuts to the heart of Iloilo’s problem.

A clean drainage pipe is useful only if the water has somewhere to go.

The Problem Is Bigger Than Garbage

Trash and sediment undeniably worsen flooding.

Previous city inspections have found plastic waste and other debris blocking drainage inlets, while recent engineering assessments identified garbage, fallen trees and obstructions in waterways as factors restricting water flow.

But independent reporting shows the flooding cannot be blamed on garbage alone.

Daily Guardian reported in August that engineers also identified aging drainage lines, submerged outfalls, clogged waterways and structures interfering with creeks as factors aggravating the August 17 flooding.

The city’s Drainage Task Force had already flagged broader structural problems in 2025, including insufficient maintenance, outdated infrastructure, weak coordination between agencies, informal settlements along waterways and urban development that altered natural drainage routes.

That makes the latest declogging drive important — but incomplete.

Iloilo Has Been Trying to Attack the Flood Problem From Several Directions

The current operations are not starting from zero.

The city established a Drainage Task Force in 2025 to assess drainage infrastructure and identify high-risk areas, including La Paz-Huervana, Dungon Creek and other vulnerable zones. The task force was also directed to coordinate drainage projects among city offices and the Department of Public Works and Highways.

Iloilo has also been implementing Oplan Kontra Baha, a joint flood-mitigation effort involving the city government, DPWH and the Department of Labor and Employment.

The Philippine Information Agency reported that the program deployed 70 TUPAD workers for waterway cleanup around the Jaro River and nearby creeks, targeting communities including Ticud, Baldoza, Ingore, Caingin, Tabuc Suba, Banuyao and Hinactacan.

By early June, DPWH Western Visayas reported that regional Oplan Kontra Baha work had reached 92.26% completion for drainage declogging, while desilting work along waterways from Iloilo toward the Batiano River had removed more than 70,500 cubic meters of material toward an 80,443-cubic-meter target.

Yet flooding continues.

That helps explain why city officials are increasingly framing declogging as an emergency defense rather than the final solution.

The Bigger Fix: Connect the Entire Drainage Network

Iloilo City is now pursuing a Comprehensive Drainage Master Plan designed to assess existing capacity, locate bottlenecks and determine where larger infrastructure investments are needed.

City records cited in August showed that the Infrastructure and Facility Conservation Office had already completed 421 drainage-maintenance and declogging operations between July 2025 and June 2026. Even with that level of activity, officials acknowledged that routine clearing alone could not eliminate recurring floods.

The longer-term concept is much more ambitious.

Instead of barangays building or maintaining disconnected pieces of drainage infrastructure, stormwater would be routed through a coordinated network toward designated outfalls, rivers and pumping stations.

The concept itself is not new. Iloilo City’s planning documents have long identified a comprehensive drainage system involving improved channels, stormwater retention facilities and pumping stations as part of the city’s development strategy.

What recent floods have done is make implementation far more urgent.

Even Major New Drainage Projects Won’t Beat Extreme Rainfall Alone

There is another complication.

Some recent rainfall events may exceed what portions of Iloilo’s existing drainage infrastructure were designed to handle.

During the August flooding, city officials said extraordinary rainfall overwhelmed drainage capacity and submerged some outfalls, preventing water from being discharged into already swollen waterways.

That means Iloilo’s flood strategy will likely need to combine several approaches: larger and better-connected drainage, pumping stations, dredging, functioning outfalls, waterway protection, proper solid-waste management and land-use controls that keep natural drainage channels open.

It also means there may be no single project capable of eliminating flooding completely during extreme rainfall.

And Residents Are Still Feeling the Problem

The drainage issue is not theoretical.

On September 12, Bombo Radyo Iloilo reported complaints from residents in Barangay Malipayon, City Proper, where a resident said floodwater could rise even during relatively light rain and complained of stagnant, foul-smelling water. The barangay captain said water from surrounding areas passes through the community and can take about two days to subside.

It is one localized report, but it illustrates the problem city engineers are now trying to address on a much larger scale.

Water does not respect barangay boundaries.

Neither can the solution.

Declogging Buys Iloilo Time — The Real Test Comes Next

Sending crews into communities can remove immediate blockages, improve water flow and potentially reduce flooding during ordinary rainfall.

For residents living in repeatedly flooded streets, those interventions matter.

But Iloilo’s own engineers are effectively warning against mistaking emergency maintenance for a permanent cure.

The city has already experienced flooding affecting 14 barangays in September and 65 barangays during one major August event. Its drainage task force has been working since 2025. Hundreds of maintenance operations have already been completed. Oplan Kontra Baha has deployed workers and heavy clearing operations.

Still, the floods return.

The question now is no longer whether Iloilo City can clear another clogged canal.

It is whether the city can finally connect its fragmented drainage infrastructure into a system capable of moving enormous volumes of water out of vulnerable communities before the next extreme downpour arrives.
