ILOILO CITY, Philippines — A night of extraordinary rainfall turned streets into waterways across Iloilo City, flooding at least 65 barangays, displacing thousands of residents and exposing what city engineers acknowledge is a serious weakness in the city’s drainage infrastructure.
The flooding followed intense rainfall on the night of Monday, August 17, with local authorities reporting that approximately 160 to 165 millimeters of rain fell within just six hours.
PAGASA Iloilo station chief Engr. Ronaldo Naragdao told GMA Regional TV that the amount was comparable to roughly two weeks’ worth of normal rainfall compressed into a matter of hours.
For communities already accustomed to seasonal flooding, however, this was no ordinary downpour.
Floodwaters reportedly climbed as high as 50 inches—more than four feet—in parts of the city, forcing residents from their homes and prompting rescue and evacuation operations.
2,529 People Affected as Floodwaters Sweep Across City
Updated figures cited by the Iloilo City government showed 789 families, equivalent to 2,529 individuals, affected by the flooding.
Of those, 462 families or 1,459 people were staying in evacuation centers, while another 333 families or 1,081 individuals were displaced outside evacuation facilities. Thirteen evacuation centers were activated as authorities carried out relief operations.
Earlier reports carried by GMA News had placed the number of affected residents at 1,570, with 701 evacuated. The difference appears to reflect the timing of the reports: the city’s earlier Emergency Operations Center assessment was subsequently updated as additional information arrived from affected barangays.
Among the hardest-hit communities was Barangay Sambag in Jaro, where floodwaters reached approximately 36 to 50 inches.
In Taft North in Mandurriao and Our Lady of Lourdes in Jaro, water reportedly climbed as high as 45 inches.
Parts of Sta. Rosa in Mandurriao experienced 30 to 37 inches of flooding, while Calubihan in Jaro and Bantud in La Paz recorded water levels reaching around 37 inches.
By 2 p.m. Tuesday, August 18, flooding had subsided in 14 barangays, but 51 barangays remained inundated, according to reports gathered by city disaster officials.
Engineers Admit Existing Drainage Is No Longer Enough
Beyond the immediate emergency, the flooding has raised a much bigger question: Can Iloilo City’s drainage system still cope with increasingly intense rainfall?
City Engineer’s Office chief Engr. Mavi Gustilo acknowledged that existing drainage infrastructure needs upgrading because it can no longer adequately accommodate rainfall of such intensity.
One major problem occurred when swollen creeks rose high enough to submerge drainage outfalls—the points through which stormwater is supposed to leave communities.
Once those outlets were underwater, rainwater could no longer drain efficiently.
High water levels in waterways including Dungon Creek contributed to the problem, while runoff moving from higher areas around Central Philippine University and Barangay Cuartero flowed toward lower-lying communities such as Taytay Zone 2 and Calubihan.
In other words, the problem was not simply the amount of rain falling on individual neighborhoods.
The entire drainage chain was under pressure.
Garbage, Obstructions and Development Complicate the Problem
City engineers also pointed to another persistent issue: clogged waterways.
Garbage, fallen trees and other debris were restricting the movement of water through drainage channels. In La Paz, workers reportedly removed debris that had previously occupied nearly half of a box culvert near the public market and Rizal Street.
Structures near waterways and drainage outlets—including bridges, concrete structures, informal settlements and some private developments—were also identified as possible obstacles to water flow.
The city has already been pursuing cleanup efforts.
In May, the Iloilo City government, together with the Department of Labor and Employment and Department of Public Works and Highways, launched Oplan Kontra Baha, targeting waterways around the Jaro River and nearby creeks.
The initiative included waterway clearing and plans for waste traps intended to prevent garbage from obstructing drainage channels.
But the latest flooding suggests clearing waterways alone may not be enough when rainfall reaches extreme levels.
Iloilo Still Has No Comprehensive Drainage Plan
Perhaps the most significant revelation following the flood is that Iloilo City does not yet have a comprehensive drainage plan, according to the City Engineer’s Office.
The proposed system remains at the feasibility-study stage. Engineers say hydrologic studies and other technical data will be necessary before a drainage network capable of accommodating heavier rainfall can be properly designed.
Officials are considering several possible interventions, including larger drainage lines, dredging, slope protection, floodgates and pumping stations.
Calubihan, for example, could potentially benefit from floodgates designed to stop swollen creeks from pushing water backward through drainage networks.
But floodgates create another engineering challenge: once closed, rainwater trapped behind them has to go somewhere.
That could require pumping stations capable of moving accumulated stormwater toward the Iloilo River and other waterways.
Classes Disrupted Across Western Visayas
The impact stretched beyond flooded homes.
Torrential rain and flooding forced 196 schools across Western Visayas to suspend face-to-face classes on August 18, affecting more than 150,000 learners.
In Iloilo City alone, 66 schools serving about 73,127 learners suspended classroom instruction, according to Department of Education Region 6 figures reported by Panay News. Schools were advised to use alternative learning arrangements while conditions remained unsafe.
A Warning for a Growing City
The August flooding adds to a pattern that Iloilo residents have already experienced this rainy season.
Only weeks earlier, another weather disturbance flooded dozens of barangays in the city, with some communities experiencing flood depths approaching four feet.
That makes the latest event more than another story about heavy rain.
It raises a longer-term infrastructure question for one of the Philippines’ rapidly developing regional urban centers: Can drainage, waterways and flood-control infrastructure keep pace with urban development and episodes of increasingly intense rainfall?
For now, Iloilo’s immediate response remains focused on evacuation, relief, clearing waterways and helping displaced residents.
Mayor Raisa Treñas said the city activated its Community Kitchen and distributed food and other essential supplies while response teams continued coordinating with affected barangays. Residents in flood-prone areas were urged not to wait until conditions deteriorate before obeying evacuation orders.
But once the water disappears from the streets, a harder problem will remain.
The rain exposed where the water goes when Iloilo’s drainage system reaches its limit—and the next extreme downpour could test it all over again.
