TOBOSO, Negros Occidental — A 17-year-old Grade 12 student is under the custody of the Women and Children Protection Desk (WCPD) in Toboso, Negros Occidental, following the death of her newborn, as authorities continue investigating the circumstances surrounding the infant’s death.
The case began on September 3, when a newborn was discovered dead after being wrapped in cloth and placed inside a rice sack near a house in Sitio Maaswa, Barangay General Luna.
Initial reports from local authorities said the infant was found by a concerned resident, who alerted officials. The body was subsequently taken to the Toboso Primary Health Care Facility for examination to help establish the infant’s age and determine the cause of death.
Investigation points to teenage mother
A subsequent police investigation led authorities to the 17-year-old student, who was taken into custody by the WCPD.
According to accounts reported by Panay News and Watchmen Daily Journal, the teenager allegedly gave birth at about 3 a.m. on September 3. A 16-year-old male friend later allegedly discovered the newborn’s body after the teenager reportedly asked him to dispose of a sack, which she allegedly described as containing a dead cat.
The teenager’s friend reportedly became suspicious because of the sack’s weight. Upon checking it, he allegedly discovered the infant inside and sought assistance from people in the neighborhood after reportedly being unable to connect through the 911 hotline.
These details remain allegations contained in witness accounts and have not been established by a court.
Post-mortem examination is crucial
Earlier reports emphasized that authorities needed a post-mortem examination to determine exactly what happened to the infant.
Police initially did not know the identity of the baby’s parents or the precise cause of death. Negros police spokesperson Police Capt. Judesses Catalogo said investigators were pursuing leads and that the examination would help establish the infant’s age, sex and cause of death, according to Digicast Negros.
GMA News likewise reported that the baby’s remains were being examined to determine the cause of death, while authorities had brought the 17-year-old to the police station.
That distinction is important: the investigation must establish whether the infant was born alive, what caused the death, and whether any criminal offense occurred before authorities can determine appropriate charges.
Police also questioned the teenager’s boyfriend
Authorities have also reportedly questioned the teenager’s 20-year-old boyfriend as part of the investigation.
Her 16-year-old friend reportedly said he had not known that she was pregnant. Authorities also learned that the teenager lived with her grandfather, who reportedly worked during the day and was unaware of the pregnancy.
The teenager’s identity must remain protected
Because the person involved is 17 years old, responsible reporting requires particular care.
Under the Philippines’ Juvenile Justice and Welfare Act, children alleged to have committed an offense are entitled to privacy and confidentiality. The law specifically says media practitioners have a duty to maintain high professional standards when reporting cases involving children and prohibits undue or sensationalized publicity.
The law also provides special procedures and protections for children in conflict with the law, including access to legal assistance, social-welfare intervention and protection from unnecessary detention.
For that reason, the teenager’s name, photographs and other identifying information should not be published, even as the investigation develops.
What happens next?
Police are expected to continue gathering statements, reviewing the circumstances surrounding the birth and death, and relying on medical and forensic findings.
The most important unanswered questions remain how the newborn died and whether the death resulted from an intentional act, an accident, a medical complication or another circumstance.
Authorities have not announced a final criminal charge in the reports reviewed for this story. The case therefore remains under investigation, and allegations should not be treated as established facts.
