ILOILO CITY — West Visayas State University (WVSU) is celebrating a major national achievement after all 14 of its examinees passed the September 2026 Librarians Computer-Based Licensure Examination, while its graduate Louise Angelika Penit Pahilanga secured second place nationwide with a 92.40% rating.
The Professional Regulation Commission (PRC) said 760 of 1,014 examinees passed the September 3–4 examination, giving the nationwide test a 74.95% passing rate. Results were released on September 7, just one working day after the examination.
WVSU delivers a perfect score
WVSU-La Paz recorded a 100% passing rate, with all 14 of its examinees successfully earning their licenses.
The university’s performance placed it among the leading schools in the examination, according to reports on the PRC results. The WVSU graduates came from the university’s College of Information and Communications Technology (CICT).
The achievement is particularly notable because WVSU has demonstrated strong performance in the Librarian Licensure Examination in recent years. The university also posted a 100% passing rate in the September 2024 examination, when all 14 of its examinees passed.
An Ilongga rises to No. 2 nationwide
At the center of WVSU’s celebration is Louise Angelika Penit Pahilanga, who scored 92.40% to finish second nationwide.
Pahilanga’s achievement adds another distinction to an already impressive academic record. According to Panay News, she graduated summa cum laude and was recognized as the Most Outstanding Graduate in Academics of the WVSU Class of 2026.
Her second-place finish also earned recognition from Iloilo City Mayor Raisa Treñas, who congratulated Pahilanga and the entire WVSU community for bringing distinction to Iloilo.

Pahilanga narrowly missed the top spot.
The PRC results show that Natalie Ericca Tan Malubag of the University of Santo Tomas (UST) topped the examination with a 92.65% rating. Pahilanga followed at No. 2 with 92.40%, while Adrian Cyril Pigarido Marinay of State University of Northern Negros placed third with 92.00%.
UST also reported that it had two graduates in the Top 10, with Kenizsa Lijohn L. Cosme placing sixth. UST said its eight examinees all passed, giving the university a 100% passing rate as well.
This means WVSU’s achievement should be framed accurately: WVSU was among the top-performing schools with a perfect passing rate, rather than claiming that it was the only school to achieve 100%. UST also posted a perfect rate.
A stronger national performance this year
The September 2026 results also show an improvement in the national performance compared with the previous examination cycle.
The PRC reported that 760 of 1,014 examinees passed, equivalent to 74.95%.
The Varsitarian reported that the previous cycle had 626 passers out of 919 examinees, or 68.44%, meaning the latest examination produced a substantially higher passing rate.
The examination was administered in multiple testing centers nationwide, including Iloilo, Cebu, Davao, Cagayan de Oro, Manila, Baguio, Tacloban and other locations.
14 new registered librarians for WVSU
Pahilanga was not the only WVSU graduate to make the university proud.

Together with Pahilanga, they bring the number of successful WVSU examinees to 14.
More than a board-exam victory
For Iloilo and Western Visayas, the result represents more than another impressive set of board-exam statistics.
It highlights the continued ability of universities in the region to produce graduates who can compete at the national level.
Pahilanga’s No. 2 finish provides the biggest headline, but the 100% performance of the entire WVSU batch may be just as significant: every examinee who took the examination successfully passed.
And with 760 new librarians joining the profession nationwide, the September 2026 results mark another strong showing for the country’s aspiring information professionals.
For WVSU, however, the celebration comes with an especially proud distinction: 14 took the exam, 14 passed — and one Ilongga finished second in the entire country.
