Sinulog 2027 to Deploy More Than 3,000 Cops as Cebu Reviews Possible Cellphone Signal Shutdown — Could Festivalgoers Face Communication Disruptions?

Sinulog 2027 to Deploy More Than 3,000 Cops as Cebu Reviews Possible Cellphone Signal Shutdown — Could Festivalgoers Face Communication Disruptions?

More than 3,000 police officers are expected to be deployed across Cebu City for Sinulog 2027, as authorities prepare for massive crowds during the religious processions, cultural performances and nighttime celebrations scheduled for January.

The Cebu City Police Office (CCPO) is preparing a security plan covering six religious activities and three cultural events, with additional personnel expected from the military, fire services, disaster-response teams, barangay security units and other force multipliers.

Police are also preparing separate security arrangements for nighttime street parties following the Grand Parade, while the possibility of temporarily suspending cellphone signals remains under assessment.

The initial plan was presented by Police Lieutenant Colonel Gerard Ace Pelare, CCPO deputy city director for operations, during a security conference convened by City Councilor Pablo Labra II, chairman of the Cebu City Council’s Committee on Peace and Order.

The announcement signals an early security buildup for one of the Philippines’ largest religious and cultural celebrations, which regularly attracts millions of devotees, residents and tourists to Cebu. SunStar Publishing Inc.+2

More Than 3,000 Police Officers Expected for Major Sinulog Events

The CCPO’s projected deployment of more than 3,000 police officers will focus particularly on two major events:

  • January 16, 2027: Solemn Procession of the Miraculous Image of the Santo Niño
  • January 17, 2027: Sinulog Grand Parade, according to the police security plan reported by SunStar

The police estimate covers CCPO personnel and does not include additional reinforcements expected from the Armed Forces of the Philippines, Bureau of Fire Protection, Cebu City Disaster Risk Reduction and Management Office, barangay tanods and other force multipliers.

This means the total security and emergency-response presence could be substantially larger than the projected police deployment alone.

The final number of personnel from supporting agencies has not yet been disclosed. SunStar Publishing Inc.+1

Nighttime Street Parties to Receive Separate Security Plan

Police are not limiting their preparations to the religious procession and daytime parade.

Pelare said the CCPO is developing a separate security plan for nighttime activities on January 17, when large crowds are expected to gather in different parts of Cebu City for street parties and other celebrations.

Authorities have already identified locations that may require closer monitoring, although police have not publicly disclosed the specific areas.

The additional security arrangements are intended to address possible incidents involving overcrowding, alcohol consumption, public disturbances and other problems that can emerge when large groups gather after the main festival activities.

The decision to establish a separate nighttime deployment is significant because security operations cannot simply end when the Grand Parade finishes. Crowd movement, transportation, emergency access and public safety remain concerns as people move between celebration areas.

Organizers and authorities will also need to coordinate traffic management and crowd-control measures to prevent bottlenecks in busy parts of the city. SunStar Publishing Inc.+2

Cellphone Signal Shutdown Not Yet Decided

One of the major questions surrounding Sinulog 2027 is whether authorities will recommend temporarily suspending cellphone signals during the festivities.

Pelare said the CCPO has not made a recommendation because intelligence personnel are still assessing possible security threats with partner agencies.

Any recommendation will be discussed during subsequent security meetings organized by the Cebu City Government.

During Sinulog 2026, police did not recommend a cellphone signal shutdown because they had not identified a security threat that warranted the measure.

The National Telecommunications Commission (NTC) previously said it would wait for the Philippine National Police’s recommendation and was prepared to implement the necessary measures if ordered.

A temporary signal suspension, when implemented for major public events, is generally intended to reduce the risk of remotely triggered explosive devices. However, such a measure can also disrupt ordinary mobile communication, including calls and mobile data services.

For festivalgoers, the practical concern is being able to contact family members, coordinate meeting points and reach emergency services. Authorities will therefore need to weigh any proposed restriction against its security justification and public impact.

As of the latest police briefing, no cellphone signal shutdown has been approved for Sinulog 2027. SunStar Publishing Inc.+1

Drone Flights to Be Regulated During the Festival

Drone operators will also face restrictions during Sinulog 2027.

As in previous celebrations, drone flights will be regulated, with permits issued by the Civil Aviation Authority of the Philippines (CAAP) and applications coursed through the PNP.

The restrictions are intended to prevent unauthorized aircraft from interfering with security operations and other activities in crowded areas.

Uncoordinated drone flights can create risks around event venues, emergency operations and areas where large numbers of people are gathered.

Drone operators planning to capture parade footage or festival performances should therefore wait for official guidance and secure the necessary authorizations before flying.

The regulation is particularly relevant as festival organizers are also considering whether drone displays could become an alternative to traditional fireworks. SunStar Publishing Inc.+1

Police Preparing for Severe El Niño Conditions

Security preparations will also take into account the possibility of severe El Niño conditions during the festival period.

Pelare said police personnel assigned to Sinulog 2027 will be required to bring drinking water while on duty to help prevent heat-related illnesses.

The requirement reflects the physical demands of managing large crowds, standing for extended periods and working outdoors during potentially hot weather.

Heat exposure can cause dehydration, exhaustion and other medical emergencies, particularly among personnel assigned to long shifts.

The same conditions could affect devotees, dancers, vendors, tourists and spectators.

Festivalgoers should therefore prepare by drinking enough water, wearing appropriate clothing, taking breaks when necessary and checking official weather advisories.

The police have not announced a detailed heat-response plan for the public, but the requirement for officers to carry drinking water shows that heat preparedness is already being considered as part of the security operation. SunStar Publishing Inc.+1

Intelligence Monitoring to Cover Other Regions

The CCPO will also strengthen intelligence monitoring ahead of the celebration.

Pelare said police will coordinate with law enforcement units in other regions to monitor known criminals who may travel to Cebu City during the festival.

The objective is to identify potential security concerns before large crowds arrive and to prevent criminal activity during the celebrations.

The strategy will complement visible police deployment, patrol operations and coordination with other government agencies.

Authorities have not disclosed specific threat targets or intelligence findings. The preparations should therefore be understood as preventive security measures, not confirmation of a particular threat against Sinulog 2027.

Cebu Deployed More Than 6,500 Uniformed and Support Personnel for Sinulog 2026

The planned police deployment comes after Cebu mounted a large security operation for the previous festival.

According to The Freeman, more than 6,500 police and other uniformed personnel were deployed during the 2026 Fiesta Señor and Sinulog celebrations.

The reported deployment included:

  • 2,816 personnel from the Philippine National Police
  • 145 from the Bureau of Fire Protection
  • 100 from the Philippine Coast Guard
  • 637 from the Philippine Army
  • 324 from the Bureau of Jail Management and Penology
  • 20 Department of Health medical personnel
  • 324 Cebu City Transportation Office traffic enforcers
  • 603 force multipliers

The 2026 figure covered several agencies and support groups, while the more-than-3,000 figure announced for 2027 refers specifically to the expected police deployment. The two numbers should not be treated as a direct year-on-year comparison of total security personnel.

The Philippine Information Agency also reported that authorities conducted drills and simulation exercises ahead of the 2026 celebration, preparing security forces and emergency responders for possible incidents. The Freeman+1

Sinulog 2027 Organizers Also Face Crowd and Traffic Challenges

Security is only one part of the preparations for the upcoming festival.

The Sinulog Foundation Inc. has also been dealing with rising operating costs, sponsorship requirements and the challenge of managing growing attendance.

SunStar reported in October that the 2026 celebration attracted approximately 5.2 million attendees, compared with around five million the previous year.

Organizers are considering ways to manage the number of participating contingents, improve parade flow and prevent delays caused by floats and other obstructions.

The Cebu City Sports Center is expected to remain the venue for the Grand Parade, while possible extensions to the route have been discussed to ease congestion and provide additional buffer areas.

The traditional fireworks display is also under review, with a drone show being considered as an alternative because of environmental concerns and the potential impact of fireworks on birds. No final decision had been announced in the reports reviewed. SunStar Publishing Inc.+2

The 2027 festival will carry the theme “One Beat. One Dance. One Vision,” emphasizing Cebuano heritage and the city’s goal of becoming smart, sustainable and inclusive.

What Festivalgoers Should Expect Before Sinulog 2027

With preparations continuing, residents and visitors should watch for official announcements covering security restrictions, road closures, traffic rerouting, prohibited items, drone permits and any cellphone signal advisories.

The police have not yet released the exact deployment locations or the complete list of areas receiving additional nighttime security.

People attending the religious activities should also follow instructions from police and church authorities, avoid bringing unnecessary valuables and keep personal belongings secure.

The final festival schedule should be checked through the Sinulog Foundation and Cebu City Government because event arrangements may still be updated as January approaches.

The coming weeks will be crucial as the CCPO and partner agencies refine their plans for the expected influx of devotees and tourists.

More than 3,000 police officers are expected to help secure Sinulog 2027, but the real test will be whether Cebu can keep millions of people safe throughout the processions, parade and nighttime celebrations without disrupting the festival experience.
