SINGAPORE — Singapore Polytechnic (SP) has launched a new Job Redesign (JR) CORENET X Starter Kit to help companies in the built environment sector redesign roles, identify skills gaps and prepare workers for Singapore’s increasingly digital construction and regulatory environment.
The initiative comes at a critical moment for the industry. From October 1, 2026, CORENET X Gateway Processes will become mandatory for new projects with a gross floor area of 5,000 square metres or more, under Singapore’s revised implementation timeline.
The move means companies are not simply adopting another digital platform. They are also having to rethink how architects, engineers, BIM professionals, project managers and other built-environment workers perform their jobs.
From digital construction to job redesign
SP developed the starter kit together with the Building and Construction Authority (BCA), Skills & Workforce Development Agency (SWDA), and Singapore Contractors Association Limited (SCAL).
The toolkit grew out of a job-redesign consultancy project involving 15 built-environment companies, including architectural practices, engineering consultancies and contractors. The project covered job redesign, skills mapping, learning-and-development planning and on-the-job training blueprints.
The work focused on roles including:
- Project managers
- BIM managers and coordinators
- Architects
- Engineers
- Developers
- Contractors
The goal is to help businesses determine what changes when CORENET X becomes part of their normal project workflow — and what new skills workers will need.
The new STEP tool brings AI into the process
At the center of the starter kit is the Spot the Gap, Tweak the Roles, Educate and Perform (STEP) Tool, a web-based application designed to guide companies through the job-redesign process.
The tool includes an AI assistant that can map competencies, identify skills gaps and highlight opportunities to incorporate AI and automation into redesigned work processes.
It can also point companies toward relevant SP training programmes, BCA CORENET X resources, mentorship opportunities and funding support.
That makes the initiative notable beyond CORENET X itself: Singapore’s built-environment digitalisation is increasingly being accompanied by efforts to change the structure of work, rather than simply introduce new software.
Why CORENET X is changing the construction industry
CORENET X is a government-industry initiative led by Singapore’s BCA and URA to transform regulatory processes through process re-engineering, Building Information Modelling (BIM) and collaborative digital workflows.
The platform is designed to replace a fragmented approval journey with a more integrated process.
URA says the previous system involved more than 20 approval touchpoints across seven regulatory agencies, while CORENET X reorganises the regulatory approval process around three key gateways.
The expected benefits include:
- Better coordination between project disciplines
- Fewer repeated submissions
- Potential time and cost savings
- Greater visibility of regulatory requirements
- More integrated digital workflows
Recent implementation data also suggests the transition is producing measurable gains. URA said that more than 140 projects involving 300 firms had made CORENET X submissions, with projects reporting time savings of up to two months, alongside reduced abortive work.
The deadline is getting closer
The timing of SP’s job-redesign initiative is significant.
Singapore originally planned to progressively expand CORENET X requirements. Under the latest implementation update, new projects of 5,000 square metres and above will have to use the Gateway Processes from October 1, 2026. Projects below 5,000 square metres can continue using CORENET 2 for now, while CORENET X submissions remain voluntary for those smaller projects.
This revised timeline followed industry feedback and experience from the first phase of mandatory implementation.
The government says larger and more complex projects have shown particularly strong productivity benefits from CORENET X, prompting the revised approach to focus mandatory adoption on projects where the digital workflow is expected to deliver the greatest impact.
Training becomes a bigger part of the transition
SP is also expanding training related to CORENET X.
Its course offerings include programmes covering the regulatory approval process, BIM and IFC+SG submission requirements, as well as specialised training for professionals involved in areas such as mechanical, electrical and plumbing design.
The broader CORENET X ecosystem also provides training pathways for submission support users, BIM modellers, BIM coordinators, BIM managers and other professionals.
SP says the new starter kit is aimed at architectural firms, engineering consultancies, developers, contractors and other companies using CORENET X. Its intended users include HR and learning-and-development professionals, business leaders, project directors, managers and BIM specialists.
What happens to workers as construction goes digital?
The bigger story may be what happens inside companies.
CORENET X requires project teams to work with new digital processes and, for relevant projects, IFC+SG-based BIM submissions. URA says IFC+SG is mandatory for projects with a gross floor area of 5,000 square metres and above, while smaller projects can use 2D or lightweight BIM formats.
That shift increases the importance of digital modelling, data coordination, compliance checking and cross-disciplinary collaboration.
Rather than treating digitalisation solely as a technology investment, SP’s toolkit suggests companies need to ask a more fundamental question:
How should jobs themselves change when the way projects are designed, coordinated and approved changes?
That is where job redesign becomes critical.
The bigger picture
Singapore’s construction sector is moving toward a more integrated digital model — but technology alone will not deliver the promised productivity gains.
Companies still need people who understand the new systems, know how to interpret digital information and can coordinate across traditionally separate disciplines.
SP’s new toolkit is therefore arriving at a pivotal point: CORENET X is changing the regulatory process, while job redesign is intended to help change the workforce alongside it.
And with the next major CORENET X deadline arriving in October, businesses that have not yet assessed their skills gaps may soon find that the biggest challenge isn’t simply learning a new platform — it’s redesigning how work gets done.
