SINGAPORE, November 6, 2026 — Singapore Muslims preparing for the 2027 Haj pilgrimage will have more travel packages to choose from, shorter journey options and potentially lower costs after the Islamic Religious Council of Singapore (MUIS) approved 37 packages from 10 authorised travel agents.
The approved packages cost between S$13,864 and S$21,199, with stays ranging from 18 to 28 days. The new 18-day option is particularly significant for prospective pilgrims who have difficulty taking extended leave from work or managing family responsibilities.
MUIS said the highest-priced package is almost 30 per cent cheaper than the maximum price offered for the 2026 pilgrimage. However, the actual savings depend on the package and room arrangement selected. The average price for double occupancy, for example, has fallen by about 5.5 per cent.
The announcement comes as Singapore prepares to send 900 pilgrims to Saudi Arabia for Haj 2027, following the quota allocated by the Kingdom’s Ministry of Hajj and Umrah.
Selected applicants will begin receiving their official Letters of Offer through SMS and email from November 16. Those who receive an offer must complete their booking and the required procedures by November 30.
The changes could make the pilgrimage more flexible for Singaporean Muslims, but prospective pilgrims must carefully consider additional expenses that are not included in the advertised package prices.
MUIS Approves 37 Haj Packages From 10 Authorised Travel Agents
MUIS announced on November 5 that it had appointed 10 authorised travel agents to provide 37 approved packages for Haj 2027, also known as 1448H.
This represents an increase from the previous year’s arrangements, when nine authorised agents offered 25 approved packages.
The expanded selection gives prospective pilgrims more choices in terms of travel duration and room occupancy.
The 37 packages offer four different journey lengths:
- 18 days
- 23 days
- 25 days
- 28 days
The introduction of the 18-day itinerary is one of the biggest changes for the upcoming pilgrimage season.
MUIS explained that some people may struggle to take extended leave because of employment, family responsibilities or other personal commitments.
The shorter package is intended to provide greater flexibility while allowing pilgrims to fulfil their religious obligation.
The 10 authorised travel agents are:
- Azza Travel & Tours
- Hagel Travel & Tours
- Hahnemann Travel & Tours
- Halijah Travels
- Hamidah Travel & Tours
- Jalaluddin Travel & Services
- Noor Mohamad Services & Travel
- Shahidah Travel and Tours
- Thoha Travels & Tours
- TM Fouzy Travels & Tours
MUIS has reminded prospective pilgrims to purchase their packages exclusively through these approved agents under Singapore’s official Haj arrangements. Majlis Ugama Islam Singapura+1
Haj 2027 Prices Start at S$13,864 — But Airfare Is Not Included
The approved Haj packages range from S$13,864 to S$21,199, depending on the selected itinerary and room occupancy arrangement.
MUIS also published average package prices for different accommodation arrangements.
| Room arrangement | Average package price |
|---|---|
| Quad occupancy — four people per room | S$16,734 |
| Triple occupancy — three people per room | S$17,231 |
| Double occupancy — two people per room | S$18,094 |
The figures show that sharing accommodation can reduce the average package cost.
However, the advertised prices do not represent the complete cost of the pilgrimage.
Two important expenses are excluded:
- Saudia Airlines airfare: A typical economy-class ticket costs approximately S$3,300, before applicable taxes.
- Emergency Medical Assistance (EMA): Coverage arranged by the Association of Muslim Travel Agents Singapore (AMTAS) costs S$295.
Using these indicative figures, a pilgrim choosing an average double-occupancy package would need to budget approximately S$21,689 before applicable airfare taxes and any additional insurance.
This is an estimate, not a fixed final quotation. Actual costs will depend on the selected package, flight arrangements and individual circumstances.
MUIS has encouraged prospective pilgrims to consider additional travel insurance, particularly if they have pre-existing medical conditions or need protection for circumstances that may not be covered by EMA. AsiaOne+1
Why Are Haj Packages Cheaper in 2027?
The reduction in the highest package price is one of the most noticeable developments in the new arrangements.
For comparison, approved Haj packages in 2026 ranged from S$14,190 to S$29,895. The maximum price for 2027 has fallen to S$21,199.
That represents a reduction of approximately 29 per cent at the upper end of the advertised price range.
However, it would be misleading to suggest that every pilgrim will automatically pay 30 per cent less.
The average double-occupancy package price has declined from S$19,154 in 2026 to S$18,094 in 2027, a reduction of approximately 5.5 per cent.
The new accommodation arrangement is one measure intended to manage overall costs.
MUIS and AMTAS have agreed that pilgrims across the approved packages will stay in designated common hotels. This is intended to improve coordination and help manage expenses associated with accommodation and movements between Madinah, Makkah and Jeddah.
The arrangement also allows the authorities and travel agents to coordinate pilgrimage logistics more effectively.
Prospective pilgrims should therefore compare the actual package details rather than relying only on the advertised starting price.
Common Hotel Arrangements Introduced for All Haj 2027 Packages
Another important change involves accommodation.
For Haj 2027, pilgrims across the different approved packages will be accommodated in designated common hotels.
The arrangement was agreed upon by MUIS and AMTAS to help manage overall costs and coordinate transportation and other arrangements across the holy cities.
According to Berita Harian, the designated accommodation includes:
- Madinah: Sofitel Shahd Al Madinah, Dallah Taibah Madinah and Grand Millennium Al Haram.
- Makkah: Elaf Kinda Hotel Makkah, Ghufran Safwah Hotel Makkah and Al Marwa Rayhaan by Rotana.
- Aziziyah: Sparks by Hilton.
The common accommodation arrangement is intended to make it easier to coordinate pilgrims’ movements between the different locations.
It is also particularly important during the peak days of Haj, when transportation, crowd management and access to essential services require careful planning.
The approved package prices include accommodation, essential Mashaer arrangements and medical services in the Holy Lands provided by the Singapore Pilgrims’ Affairs Office.
Mashaer services cover important arrangements during the peak pilgrimage period in Arafah and Mina, including tents, transportation, meals, crowd management and safety provisions. BeritaHarian+1
900 Singapore Pilgrims to Receive Haj Offer Letters From November 16
Singapore has been allocated 900 places for Haj 2027 by Saudi Arabia’s Ministry of Hajj and Umrah.
MUIS will begin issuing 900 Letters of Offer to selected prospective pilgrims from November 16.
Those selected will receive notifications through SMS and email.
After receiving the notification, applicants must:
- Log in to the MyHajSG portal.
- Retrieve their official Letter of Offer.
- Select and purchase an approved package from a MUIS-authorised travel agent.
- Complete the required procedures through MyHajSG by November 30, 2026.
Receiving a Letter of Offer is an important step, but applicants must still complete the necessary booking and administrative requirements to confirm their place.
MUIS has also reminded applicants to keep their contact information updated in the portal to avoid missing important notifications.

Medical Assessments Remain Mandatory for Haj Pilgrims
The lower package prices and additional travel options do not mean that medical requirements have been relaxed.
Saudi Arabia requires prospective pilgrims to undergo an enhanced medical assessment to establish whether they are physically capable of performing Haj independently and do not have disqualifying health conditions.
MUIS has appointed medical service providers to conduct the required assessments.
The process includes:
- Clinical examination
- Blood tests
- Chest X-ray
- Electrocardiogram (ECG)
- Mobility assessment
Applicants with complex medical conditions may be referred for further evaluation by a medical panel.
The requirements are intended to protect pilgrims, particularly older travellers and people who may face difficulties during the physically demanding stages of Haj.
MUIS has also stated that applicants aged 70 and above who are medically fit will continue to receive priority consideration, in line with the arrangements announced for the 2026 and 2027 pilgrimage seasons.
Importantly, completing a medical assessment does not automatically guarantee a Haj offer. Selection remains subject to the applicant’s position in the registration queue and the available quota.
Applicants should also prepare their passports and other required travel documents early. MUIS advises that passports should be valid for at least six months from arrival in Saudi Arabia. Majlis Ugama Islam Singapura+1
Pilgrims Must Be Careful of Unauthorised Haj Agents and Fake Offers
MUIS has issued a strong warning against individuals and travel agencies offering Haj packages without official authorisation.
The warning is particularly important as prospective pilgrims prepare to make large payments and confirm their travel arrangements.
Only MUIS-authorised travel agents may provide Haj packages and related services under Singapore’s official Haj arrangements.
Members of the public should verify an agent’s status through MUIS before making payments or signing any agreement.
The council has also warned against offers involving alternative visa arrangements or claims that a Haj visa can be guaranteed outside the official arrangements.
A valid Haj visa is required to perform the pilgrimage. Travelling through unauthorised arrangements could expose individuals to financial losses, denial of entry into Saudi Arabia or deportation.
MUIS also reminded the public that government officials will never request personal banking details or ask people to transfer money as part of an official notification process.
Prospective pilgrims should retrieve their offer letters through the MyHajSG portal and confirm their bookings through the authorised agents.
They should also read the Haj Package Purchase Contract carefully before committing to a package, including its payment terms, cancellation provisions and other conditions. Majlis Ugama Islam Singapura+1
Singapore’s Haj Preparations Follow Earlier Concerns Over Umrah Travel to Saudi Arabia
The announcement of lower Haj package prices comes amid wider attention on religious travel between Singapore and Saudi Arabia.
In October 2026, Singaporean Muslims planning to perform Umrah faced uncertainty following heightened regional security concerns and travel advisories.
MUIS urged Singaporeans considering Umrah trips to take government advice seriously, while travel agencies monitored flight schedules and possible cancellations.
Some families were forced to reconsider their travel plans after disruptions affected their journeys.
The situation highlighted the importance of checking travel advisories, understanding cancellation policies and ensuring that travel arrangements are properly authorised.
WWC ONE MEDIA previously reported on the issue in Singapore Umrah Pilgrims Refuse to Abandon Saudi Arabia Trips Despite Security Warnings — But Flight Cancellations Are Changing Everything.
Although Umrah and Haj are different religious pilgrimages, both require careful travel planning and compliance with Saudi Arabian entry requirements.
The latest Haj arrangements place additional emphasis on authorised travel agents, medical fitness and coordinated accommodation to support the welfare of Singaporean pilgrims.
MUIS Strengthens Support for Singapore’s Muslim Community
The Haj announcement also comes as MUIS continues to introduce initiatives aimed at supporting Singapore’s Muslim community.
Recent developments include stronger mosque safeguards, improved religious guidance and expanded support for families.
In October, WWC ONE MEDIA reported on Singapore Strengthens Mosque Safeguards After Child Abuse Case — But Zaqy Mohamad Says Protecting Trust Must Go Beyond Security.
Another report, Singapore Forms Committee to Strengthen Child Safeguards in Muslim Religious Settings, examined efforts to improve protection in mosques, madrasahs and Islamic education centres.
The council’s broader institutional role was also covered in Singapore’s New Islamic College to Open in 2028 as AMLA Reforms Target Muslim Divorce Procedures and Child Protection.
These initiatives involve different aspects of community life, but they reflect the wider responsibility of Singapore’s Muslim institutions to support religious practice while protecting the welfare of the community.
What Prospective Haj 2027 Pilgrims Should Do Now
With offer letters scheduled to begin arriving on November 16, selected applicants should prepare for the next stage of the process.
The most important steps include:
- Monitor SMS and email notifications from MUIS.
- Keep MyHajSG contact information updated.
- Retrieve the official Letter of Offer through the portal.
- Compare the 37 approved packages according to price, duration and room occupancy.
- Check the full cost, including airfare and EMA coverage.
- Purchase only from an authorised travel agent.
- Read the Haj Package Purchase Contract before making payment.
- Prepare passports, medical documents and vaccination records.
- Consider additional insurance where necessary.
Applicants should also remember the November 30 deadline for completing the required booking and portal procedures after receiving their offer.
The full list of authorised travel agents, approved packages and prices is available through the official MUIS website: Haj 2027 authorised agents and approved packages.
Lower Prices and Shorter Trips Could Make Haj More Flexible, but Preparation Remains Essential
MUIS’s new arrangements offer Singapore’s prospective Haj pilgrims more choices, with 37 approved packages, 10 authorised travel agents and a shorter 18-day itinerary.
The reduction in the maximum package price is also welcome news for families preparing for one of the most important religious journeys in Islam.
However, the advertised prices do not include airfare and Emergency Medical Assistance, meaning the final amount will be higher than the package price alone.
Medical fitness, valid travel documents and the use of authorised travel agents remain essential requirements.
For the 900 selected pilgrims, the next major date is November 16, when MUIS begins issuing Letters of Offer.
The changes may make the journey more manageable for people balancing work, family and financial responsibilities. But with limited places and strict travel requirements, prospective pilgrims will need to prepare carefully.
Ultimately, the goal is not simply to secure a cheaper package. It is to ensure that Singapore’s pilgrims can undertake Haj safely, responsibly and with the proper arrangements in place.
