ROMBLON — Romblon is stepping up its push to become a smarter and more sustainable island province as local officials and communities work with the Department of Science and Technology (DOST) to bring science, technology and innovation closer to residents.
The initiative forms part of DOST’s Smart and Sustainable Communities Program (SSCP), a nationwide effort designed to help local governments use technology, innovation and data-driven solutions to improve public services, strengthen local economies and build more resilient communities.
For Romblon, the program is already translating into projects that directly affect everyday life — from transportation and renewable energy to access to safe drinking water.
From traditional transport to electric mobility
One of the early projects under the program involved the planned introduction of a DOST-funded electric tricycle developed by Cagayan State University in Romblon.
DOST-MIMAROPA also planned to deploy its Charging in Minutes (CharM) technology, a fast-charging system designed to reduce electric-vehicle charging time from the conventional four to six hours to about 30 minutes. The charging facility is intended to accommodate different electric-vehicle models, not just the DOST-funded e-trike.
The modernization push also includes a proposed e-trike booking system in Odiongan, which DOST said would help tricycle operators manage ride requests while reducing passenger waiting times. The project involves coordination among DOST, the Odiongan local government and Romblon State University.
Solar power enters Romblon’s transport network
The province has since moved further into renewable-energy applications.
In June 2026, DOST Romblon reported preparations for a solar-powered CharM charging facility in the municipality of Romblon. Local personnel underwent training on operation, maintenance, troubleshooting and safe management of the system ahead of its rollout.
The project is being implemented under Phase 2 of DOST’s Smart and Sustainable Communities Program, with the municipal government providing the site in coordination with Barangay II. The official launch was scheduled as part of the 2026 Regional Science, Technology and Innovation Week hosted in Romblon.
The move is significant for an island province where transportation, energy costs and access to infrastructure can present unique challenges.
Technology also targets the most basic need: clean water
Romblon’s smart-community push is not limited to mobility.
In June, DOST turned over a solar-powered Safe Water Treatment System, or SAFEWATRs, to Barangay Budiong in Odiongan. The compact facility can produce as much as 2,000 liters of potable water within nine hours of operation, providing another source of safe drinking water for residents and an emergency supply during disasters.
Barangay officials said the system could also benefit nearby communities, particularly during dry periods and emergencies. A proposed user fee of around ₱10 to ₱15 per container was cited to help cover maintenance and filtration costs, compared with about ₱35 for commercially available drinking water.
That puts the concept of a “smart community” into practical terms: technology is being used not only for digital services, but also for water security, disaster preparedness and basic community needs.
Romblon’s marble industry is also getting a high-tech upgrade
The province’s technology transformation is extending to one of its most recognizable industries — Romblon marble.
According to DOST, local marble producers are receiving access to technologies including mechatronics, robotic arms and artificial intelligence-assisted design, along with equipment such as cutting and lathe machines through the agency’s Small Enterprise Technology Upgrading Program (SETUP).
DOST officials and industry representatives say the goal is not to erase traditional marble carving but to improve productivity, consistency, quality and the industry’s ability to handle larger orders.
DOST-MIMAROPA has also outlined a 2025–2035 roadmap for a sustainable and globally competitive Romblon marble industry. Plans include a Marble Center for research and innovation and a blockchain-based mechanism aimed at improving product traceability.
Why Romblon’s move matters
DOST’s Smart and Sustainable Communities Program is designed around a people-centered, technology-driven approach. Its broader objectives include smarter government, stronger industries and MSMEs, improved health care, digital transformation and more sustainable communities.
Other areas of the country are likewise using the SSCP for different local needs. In Kalinga, for example, DOST interventions have included technology, equipment, training, laboratory analysis and packaging assistance for community products.
DOST has also described the SSCP as a nationwide initiative aimed at helping local governments develop resilient, data-driven and inclusive communities, with applications ranging from digital development and energy innovation to environmental sustainability and climate-smart governance.
For Romblon, the challenge now is turning individual projects into a connected long-term strategy.
Electric mobility, renewable-energy infrastructure, clean water systems and technology-driven industries can make a meaningful difference — but their impact will ultimately depend on reliable maintenance, local capacity, funding and continued cooperation between national agencies, local governments, schools, businesses and communities.
Romblon may be known as the Marble Capital of the Philippines, but its latest science and technology initiatives suggest the province is aiming for another distinction: becoming a model for how island communities can use innovation to solve problems that have long been considered part of island life.
And the bigger question is no longer whether technology can reach Romblon.
The question is how far the province can take it.
