Malacañang has declared November 16 to 18, 2026 as special non-working days throughout the National Capital Region as the Philippines prepares to host the 49th ASEAN Summit and Related Summits in Metro Manila.
The three-day suspension of work covers Monday, November 16, through Wednesday, November 18, under Proclamation No. 1447, signed by Acting Executive Secretary Ralph Recto on September 17 by authority of President Ferdinand Marcos Jr.
The proclamation said the temporary work suspension is intended to help ease traffic congestion in the capital and allow the government to strengthen security arrangements for ASEAN leaders, delegates and other participants attending the high-level meetings.
The Philippines is serving as ASEAN chair in 2026, with Metro Manila set to host the regional bloc’s leaders and dialogue partners for the November summit and related meetings. Several ASEAN-related events are also scheduled during the same period, including the 16th ASEAN Maritime Forum on November 17 and the 14th Expanded ASEAN Maritime Forum on November 18.
The declaration applies to the entire NCR, meaning the special non-working days cover Metro Manila’s cities and municipality rather than being limited to areas immediately surrounding the summit venues.
The move is part of the government’s preparations for the expected movement of heads of government, senior officials, security personnel and international delegations during the ASEAN meetings.
For workers and businesses in Metro Manila, the three-day declaration means regular work activities will be suspended during the specified dates, subject to applicable rules for private-sector establishments and essential services.
The ASEAN Summit will place Metro Manila at the center of regional diplomatic activity in November, with traffic management and security expected to remain major operational concerns as authorities prepare for the arrival of foreign leaders and delegations.
The special non-working days are specifically set for November 16, 17 and 18, 2026, giving residents and businesses advance notice as government agencies finalize security, transportation and other arrangements for the summit.
