MANILA, Philippines — Filipino motorists now have another option for securing the insurance required for vehicle registration, as LBC Express has opened its nationwide branch network as walk-in access points for ProtekSure Compulsory Third-Party Liability (CTPL) insurance.
The initiative allows owners of private cars and motorcycles to apply for CTPL coverage at participating LBC branches, potentially making a traditionally administrative part of vehicle registration more convenient for motorists who already use LBC for everyday transactions.
The service is being offered through a partnership involving Stere Philippines, a licensed insurance intermediary, and Paramount Life & General Insurance Corporation, which underwrites the coverage. The platform is supported by Stere Asia Pacific’s digital infrastructure.
How much does the LBC CTPL service cost?
Under the current offering, ProtekSure CTPL insurance is priced at:
- ₱606 for private cars
- ₱296 for motorcycles
- Additional ₱60 vehicle validation fee in selected regions where required by the LTO
Motorists can also complete their application online through the dedicated ProtekSure portal, giving vehicle owners an alternative to visiting a branch.
Why CTPL matters for vehicle registration
CTPL is not simply an optional add-on for motorists. Philippine regulations require compulsory third-party liability coverage as part of motor vehicle registration.
The Insurance Commission explains that CTPL provides coverage for death and bodily injuries involving covered third parties. The commission also reiterated that CTPL coverage must remain in force, whether obtained as a standalone policy or as part of a comprehensive motor insurance policy.
The Insurance Commission further increased the prescribed third-party liability limit for compulsory motor vehicle insurance coverage to ₱200,000 per covered event, under its 2024 memorandum circular.
LTO is also pushing CTPL processing into the digital era
LBC’s new service comes as the government continues to modernize the processing and validation of vehicle insurance.
In a 2025 memorandum, the Land Transportation Office directed the implementation of online pre-validation of motor vehicle Certificates of Coverage for CTPL insurance. The LTO said the system is intended to improve the accuracy of vehicle information, strengthen insurance validation and help prevent fraud, misrepresentation and incorrect submissions.
The Insurance Commission likewise said the digitalization initiative is designed to improve service delivery, reduce processing times and promote greater transparency in coordination between the LTO and insurance sector.
That means motorists are increasingly able to handle a requirement that once involved more paperwork through digital channels and participating service locations.
What motorists should remember
While LBC’s branch network provides an additional access point, motorists should still make sure that the information submitted for their vehicle and insurance application is complete and accurate.
The LTO has emphasized the importance of proper authentication and validation of CTPL Certificates of Coverage before they are used for registration. Its earlier guidance also clarified that once a COC has been properly verified and uploaded into the LTO system, a hard copy should not unnecessarily be required by the agency.
For motorists, the bigger development is convenience: CTPL insurance can now be accessed through a familiar nationwide retail network while also being supported by an online application option.
LBC said the initiative forms part of its broader effort to bring essential services closer to communities, allowing vehicle owners to address an important registration requirement alongside other transactions they already conduct through its branches.
For private-car and motorcycle owners preparing for LTO registration or renewal, the new LBC–ProtekSure arrangement gives them another avenue to secure CTPL coverage—without having to rely solely on traditional insurance channels.
