Toa Payoh and Tengah BTO Flats Face Heavy Demand as 13,363 Applicants Compete for 7,964 Homes in Singapore’s November 2026 Launch

SINGAPORE, November 6, 2026 — Singapore’s latest Build-To-Order (BTO) housing exercise is already attracting intense competition, with Toa Payoh and Tengah emerging as the most sought-after locations just one day after applications opened.

A total of 13,363 applicants had submitted applications for 7,964 flats across seven projects as of noon on November 5, according to figures reported by the Housing and Development Board (HDB).

The early numbers reveal a clear divide in buyer preferences. Toa Payoh’s city-fringe location and Tengah’s newer residential developments are attracting substantial interest, while Sembawang remains the only project with fewer applicants than available flats at the time of reporting.

The November exercise opened on November 4 and will close at 11.59pm on November 11, 2026.

This is also the first BTO sales exercise since Singapore increased the monthly household income ceiling for eligible families from S$14,000 to S$16,000 and for eligible singles from S$7,000 to S$8,000.

The higher income limits could bring more prospective homeowners into the subsidised housing market, potentially intensifying competition for popular projects.

With nearly 8,000 flats available, the latest figures are already raising an important question: will the most attractive locations become even harder to secure as more Singaporeans qualify for public housing? AsiaOne+2

Toa Payoh Hillside Emerges as One of the Most Competitive BTO Projects

Among the seven developments, Toa Payoh Hillside is attracting particularly strong interest from applicants seeking homes in a mature residential estate.

The project, classified as a Prime development, is located beside Caldecott MRT station and an upcoming mixed-use development.

As of noon on November 5, its four-room flats had received 2,137 applications for the available units, representing more than three applicants for every flat.

Competition was also strong for its two-room Flexi flats, which received 1,247 applications for 592 available units.

The application rate among first-timer families for four-room flats stood at 2.4, while the rate for second-timer families reached 15.1.

This means second-timer families were facing particularly intense competition for the available four-room units.

The project’s appeal is closely connected to its location. Residents will have access to Caldecott MRT interchange, which connects the Circle Line and Thomson-East Coast Line, while established amenities in Toa Payoh are also within reach.

The development is especially significant because it represents Toa Payoh West’s first BTO project.

However, buyers must also consider its Prime classification. The flats come with a 10-year minimum occupation period and an 11 per cent subsidy recovery requirement when resold.

These conditions make the development attractive for long-term homeowners but less suitable for applicants who prioritise flexibility and an earlier resale opportunity. AsiaOne+1

Tengah’s Plantation Dew Attracts Strong Interest From Singles and Families

Tengah’s Plantation Dew is also drawing considerable attention, particularly among first-time buyers.

The Standard project has generated demand across its different flat types, including two-room Flexi, three-room, four-room, five-room and three-generation units.

As of November 5 at noon, 652 applicants were competing for 178 two-room Flexi flats.

That translates to approximately 3.7 applicants for every available unit.

Larger flats also attracted substantial interest, with 1,390 applications received for 532 available units across the three-room, four-room, five-room and three-generation categories.

Among first-timer families, the application rates stood at:

  • Three-room flats: 1.3 applicants per unit.
  • Four-room flats: 2.6 applicants per unit.
  • Five-room and three-generation flats: 1.6 applicants per unit.

The four-room units were therefore attracting the strongest competition among first-timer families.

Plantation Dew also offers an interesting feature that distinguishes it from many conventional BTO developments: open-concept White flats.

These units are offered without internal partition walls between certain living and bedroom spaces, allowing homeowners to configure their interiors according to their preferences.

The White flat option is priced lower than the standard layout because certain internal walls and electrical points are not provided.

The price reductions are S$6,000 for three-room units, S$8,600 for four-room units and S$9,000 for five-room units.

For buyers who want greater flexibility in designing their homes, this option could be an important attraction. AsiaOne+2

Sembawang Remains the Only Project With More Flats Than Applicants

While Toa Payoh and Tengah are attracting strong interest, Sembawang Anchor is currently experiencing comparatively weaker demand.

As of the latest figures reported on November 5, it was the only project in the November BTO exercise with fewer applicants than available flats.

The development offers 1,310 flats with shorter waiting times of less than three years.

This is particularly important for applicants who do not want to wait as long as four years to receive their new homes.

The remaining six projects have estimated waiting periods of less than four years.

Shorter waiting times could make Sembawang attractive to couples planning to start families, households currently living with parents and buyers who need a home sooner.

However, applicants should not automatically assume that a project with a lower application rate is the best choice.

Location, transport accessibility, flat prices, available amenities and long-term housing needs remain important considerations.

HDB has also advised applicants to monitor the application rates throughout the sales period because the figures can change significantly before applications close.

Seven BTO Projects Offer 7,964 Flats Across Six Towns

The November 2026 BTO exercise covers seven residential developments across Bedok, Geylang, Sembawang, Tengah, Toa Payoh and Yishun.

The projects are divided into three Standard developments, three Plus developments and one Prime development.

The selection provides different housing options for singles, seniors, couples and larger families.

More than one-third of the flats offered are two-room Flexi units, reflecting HDB’s efforts to address the housing needs of singles and older residents.

The exercise also includes three-generation flats in Tengah and Community Care Apartments in Toa Payoh. CNA+1

Higher Income Ceilings Could Bring More Buyers Into the BTO Market

One of the most significant developments surrounding the November launch is Singapore’s decision to increase the income ceilings for eligible public housing applicants.

The revised limits are:

Applicant categoryPrevious ceilingNew ceiling
Eligible familiesS$14,000S$16,000
Eligible singlesS$7,000S$8,000

The changes were announced by Prime Minister Lawrence Wong during the August 2026 National Day Rally.

The revised limits apply to eligible applicants who submitted their HDB Flat Eligibility applications from August 24, 2026.

The adjustment is intended to allow more middle-income households to qualify for subsidised public housing as household earnings and living costs have increased.

However, earning below the income ceiling does not automatically guarantee eligibility. Applicants must still meet HDB’s citizenship, age, family-nucleus and other requirements.

The higher thresholds could also expand the number of people competing for popular BTO locations.

BTO Prices and Housing Grants Give First-Time Buyers More Options

Affordability remains a major consideration for prospective homeowners.

HDB has priced the November flats according to their locations, classifications and available housing types.

Eligible first-timer families may receive up to S$120,000 through the Enhanced CPF Housing Grant (EHG).

With the maximum applicable grant assumptions, eligible buyers could purchase selected Standard flats at the following starting prices:

  • Three-room Standard flats: from S$161,000.
  • Four-room Standard flats: from S$232,000.

These are illustrative prices after assumed grants, not guaranteed prices for every applicant. Actual grant amounts depend on household income and eligibility.

Buyers must also consider the differences between Standard, Plus and Prime flats.

Standard flats generally have a five-year minimum occupation period, while Plus and Prime flats have a 10-year requirement.

Plus and Prime developments also have subsidy recovery conditions when owners eventually resell their properties.

For November 2026, the subsidy recovery rates are:

  • Merpati Meadow: 8 per cent.
  • Bayshore Sails: 9 per cent.
  • Bayshore Oasis: 9 per cent.
  • Toa Payoh Hillside: 11 per cent.

These additional conditions are important because a lower initial purchase price does not necessarily mean a flat offers greater flexibility when the owner eventually decides to sell. CNA+1

Singapore’s Million-Dollar HDB Market Adds Another Layer to the Housing Debate

The strong interest in new BTO flats comes against the backdrop of a resale market that continues to attract attention because of record-breaking transactions.

Some HDB resale properties in mature estates have commanded prices exceeding S$1 million, particularly larger flats in desirable locations.

Toa Payoh has also been among the established towns attracting significant interest from buyers seeking convenient transport connections and mature neighbourhood amenities.

WWC ONE MEDIA previously reported on the growing number of high-value transactions in Singapore HDB Million-Dollar Sales Hit Record 201 in August Despite a Cooling Resale Market.

More recently, Nearly 600 Million-Dollar HDB Flats Sold in Singapore in Just Three Months Despite Falling Resale Prices examined how premium resale transactions continued to increase even as overall HDB resale prices softened.

The contrast highlights an important feature of Singapore’s housing market: demand is not uniform.

Some buyers are willing to pay substantial premiums for established locations, while others prefer newly built flats with government subsidies and longer remaining leases.

For first-time homeowners, the November BTO exercise provides another opportunity to avoid paying the potentially higher prices associated with certain resale properties.

However, buyers must be prepared to wait for construction and meet the applicable occupation requirements.

Application Deadline: November 11, 2026

Prospective buyers have until 11.59pm on November 11 to submit their applications through the HDB Flat Portal.

Applicants must possess a valid HDB Flat Eligibility letter when applying.

Each applicant can apply for only one flat type in one town during the sales exercise, and an administrative fee of S$10 is payable for each application.

HDB uses a computer ballot to shortlist applicants rather than a first-come, first-served system.

This means submitting an application earlier does not improve an applicant’s chances of securing a flat.

Application rates are updated several times daily, allowing prospective buyers to monitor competition before the deadline.

Applicants who wish to improve their chances should consider projects with lower application rates, including developments where the rate is around one or below.

Those selected through the ballot will be informed of their queue positions in January 2027, while flat booking is tentatively scheduled to begin in March.

February 2027 BTO Launch Will Bring Another 4,300 Flats

For applicants who fail to secure a flat in November, another opportunity is already scheduled.

HDB plans to launch approximately 4,300 BTO flats in February 2027 across Bishan, Tampines, Tengah and Toa Payoh.

A concurrent Sale of Balance Flats exercise is also expected to offer approximately 5,000 flats.

The February launch could attract considerable attention because it will provide another opportunity for households that were unsuccessful in the November ballot.

HDB has encouraged prospective applicants to prepare their eligibility documents early, with December 15, 2026, set as the recommended deadline for submitting the necessary HFE application documents for the February exercise. CNA+1

What the November BTO Demand Figures Reveal About Singapore’s Housing Market

The early application figures reveal that location remains one of the strongest factors influencing Singaporeans’ housing decisions.

Toa Payoh’s established amenities and MRT connectivity are attracting applicants despite the stricter conditions attached to Prime flats.

Tengah, meanwhile, is benefiting from interest in newer residential developments, flexible home layouts and family-oriented housing options.

Sembawang’s shorter waiting times offer a different proposition for buyers who prioritise getting their homes sooner rather than securing a highly sought-after location.

The higher income ceilings may also change the competitive landscape by bringing additional eligible households into the market.

However, the November 5 application figures are only an early snapshot. Demand can increase or change substantially before the November 11 deadline.

For prospective homeowners, the biggest decision is not simply choosing the most popular project. It is finding a flat that matches their financial capacity, preferred location and long-term plans.

With thousands of applicants already competing for Singapore’s newest public housing developments, the final application figures could reveal just how strong demand has become.

Will Toa Payoh and Tengah remain Singapore’s most oversubscribed BTO destinations when applications close, or will the final days bring an unexpected shift in demand?
