However, the video’s authenticity, the exact location of the aquarium inside the vehicle, how long the fish are kept there and the conditions in which they are maintained were not immediately clear.

Fish are often treated differently from more visible companion animals such as dogs and cats, but animal welfare experts generally recognise that poor living conditions can cause unnecessary suffering.
In Singapore, the Animal and Veterinary Service investigates cases involving animal cruelty and welfare. The agency lists acts that cause unnecessary pain or suffering, as well as failures in an animal owner’s duty of care, among matters that may warrant investigation.
That does not mean the taxi driver has committed an offence.

In August, the Animal and Veterinary Service introduced its first official guidelines for animal shelters, establishing recommended standards and practices designed to safeguard animals.

From Sept. 1, 2026, keeping an unlicensed pet cat became an offence following the end of the transition period for mandatory cat licensing. Owners are also required to provide a safe environment and take reasonable steps to protect their animals from hazards.
The growing emphasis reflects a wider shift in public attitudes.
Animals are increasingly viewed not simply as possessions or decorations, but as living creatures whose welfare requires proper care and consideration.

For now, the taxi aquarium remains primarily an online mystery.
The viral footage has generated jokes, criticism and serious welfare concerns — but many of the most important questions remain unanswered.
What species of fish are inside?
How long do they remain in the moving vehicle?
Is the water temperature controlled?
How is the tank secured?
And most importantly — are the fish actually healthy?
Until those questions are answered, claims of animal abuse remain unproven.
