S$2.18 Million HDB Flat Sparks Fresh Scrutiny as Singapore Reviews Jumbo Flat Scheme

SINGAPORE — A S$2.18 million asking price for a jumbo HDB flat in Telok Blangah has put one of Singapore’s lesser-known public-housing arrangements firmly in the spotlight, as authorities review the scheme that allows certain adjoining flats to be combined.

The high-floor unit at Block 93B Telok Blangah Street 31 measures about 1,465 sq ft and has around 91 years remaining on its 99-year lease, according to property listings and media reports.

But there is an important catch: S$2.18 million is the asking price, not a confirmed transaction price. Whether a buyer ultimately agrees to that figure remains to be seen.

How Did One HDB Flat Reach S$2.18 Million?

The property is unusual because it is not a conventional single HDB flat.

It consists of two adjoining three-room flats that were combined under HDB’s Conversion Scheme, creating a much larger home.

The resulting unit is marketed with five bedrooms and four bathrooms, while its listing highlights features including a fully furnished interior and an integrated audio system.

The estate, Telok Blangah Parcview, was completed in the late 2010s, giving the property a significantly longer remaining lease than many older HDB resale flats.

That combination — large floor area, relatively young lease and location in Telok Blangah — is being cited by the listing agent as part of the rationale behind the asking price.

A Potential New Benchmark — But Not Yet a Record Sale

At S$2.18 million, the property would be priced roughly S$450,000 above Singapore’s reported S$1.73 million overall HDB resale record if it actually changes hands at the asking price.

The current jumbo-flat record is reported at around S$1.53 million, set in Bukit Merah in May 2026.

That means the Telok Blangah listing has generated considerable attention.

However, an asking price should not be confused with a completed transaction. The eventual selling price, if the unit is sold, could be different.

Why the Jumbo Flat Scheme Matters

The case has also renewed attention on HDB’s Conversion Scheme, which permits eligible owners of adjoining smaller flats to combine them into a larger unit, subject to HDB’s requirements and approval.

Such jumbo flats are relatively uncommon, making them different from standard three-, four- or five-room resale units.

The arrangement can create substantially more living space, particularly for larger or multi-generational households.

The emergence of very high-value listings has nevertheless raised questions about how the scheme should operate and how combined flats should be treated when they subsequently enter the resale market.

A Very Different HDB Market From a Decade Ago

The S$2.18 million listing arrives after years of rapid growth in Singapore’s HDB resale market, although recent data indicate that momentum has moderated.

HDB resale prices fell 0.1 per cent in the first quarter of 2026 and another 0.3 per cent in the second quarter, according to reports citing official figures.

At the same time, million-dollar HDB transactions have become increasingly visible.

PropNex data cited by The Online Citizen showed 412 HDB resale flats sold for at least S$1 million in the first quarter of 2026, compared with 350 in the preceding quarter.

The government has also pointed to continued BTO supply and more flats reaching their Minimum Occupation Period as factors that could increase resale supply and moderate price pressures.

The Question Now Is What Happens Next

For the moment, the Telok Blangah property remains a S$2.18 million listing rather than a confirmed S$2.18 million sale.

That distinction matters because a successful transaction at that price would establish a very different benchmark from simply advertising a flat at the figure.

The property has nonetheless highlighted a broader issue: as Singapore’s HDB resale market evolves, unusual configurations such as jumbo flats can command attention far beyond conventional resale transactions.

And with the jumbo-flat scheme itself under review, the eventual outcome of the Telok Blangah listing could become an important case study in how Singapore’s public-housing resale market handles exceptionally large and high-priced homes.
