Smart Offers Free Data and Calls to Filipinos in Saudi Arabia as Middle East Conflict Escalates — But a Bigger OFW Safety Crisis Looms

MANILA, Philippines — Filipino workers and residents in Saudi Arabia are receiving emergency telecommunications support as growing security threats linked to the Middle East conflict raise concerns over the safety of overseas Filipino workers (OFWs) and their families.

PLDT Inc., through Smart Communications and PLDT Global, announced on October 13, 2026, that it was providing free mobile data and calling services to help Filipinos in Saudi Arabia maintain contact with their loved ones and reach Philippine government assistance hotlines.

Under the initiative, Smart is providing eligible subscribers in Saudi Arabia with 1 gigabyte (GB) of free roaming data valid for five days, while PLDT Global is allowing free calls to Philippine mobile numbers, PLDT landlines and designated government hotlines through its Tindahan ni Bossing (TinBo) platform.

The assistance comes as the Philippine government urges Filipinos across Saudi Arabia to exercise heightened caution following security incidents involving Iran-aligned Houthi forces.

But while free connectivity may help families stay informed, the bigger concern is whether the escalating regional conflict could expose overseas Filipinos to more serious disruptions.

Smart Gives Filipinos in Saudi Arabia 1GB of Free Roaming Data

Smart Communications introduced a complimentary roaming data package to help eligible subscribers access essential information, communicate with relatives and contact support services.

The allocation provides 1GB of mobile data with a five-day validity period.

Subscribers can check their data allocation through Smart’s official GigaRoam portal at www.gigaroam.smart.com.ph.

For overseas workers facing uncertainty, reliable communication can be especially important.

Mobile internet access allows Filipinos to receive emergency advisories, use messaging applications, communicate with employers and connect with family members in the Philippines.

However, the free data allocation is limited.

The announced benefit is not an unlimited data package, and the five-day validity does not establish that the allocation automatically renews.

The availability of additional free data or extensions will depend on further announcements from Smart.

PLDT Global Opens Free Calls to Philippine Numbers

Alongside Smart’s data assistance, PLDT Global expanded access to free calling services through its TinBo platform.

Filipinos in Saudi Arabia with a TinBo Smart Virtual Number can call several categories of Philippine telephone numbers without additional calling charges under the announced emergency arrangement.

These include PLDT landlines, Smart and TNT mobile numbers, and other Philippine mobile networks.

The service is designed to make communication easier for Filipinos who may otherwise face international calling expenses.

Albert V. Villa-Real, president and chief executive officer of PLDT Global and head of PLDT and Smart International Business, emphasized that the company’s immediate priority was helping overseas Filipinos remain connected to their loved ones and vital support services.

For many OFW families, being able to contact relatives during a security emergency can help reduce uncertainty and make it easier to coordinate appropriate next steps.

But free calling services should not be confused with a guarantee of uninterrupted mobile service. Actual access still depends on functioning telecommunications networks and the user’s ability to use the required platform.

Emergency Hotlines Available Through TinBo

A key feature of the program is free access to Philippine government assistance hotlines through the TinBo Smart Virtual Number.

These include:

1348 — Department of Migrant Workers and Overseas Workers Welfare Administration Helpline

The hotline connects overseas Filipino workers and their families with government assistance services for employment-related and emergency concerns.

1343 — Actionline Against Human Trafficking

The hotline provides a channel for reporting trafficking-related concerns and seeking assistance.

PLDT Global said customers requiring help with the free calling feature can reach TinBo support through Facebook Messenger or WhatsApp.

These services provide additional communication options for Filipinos who need guidance or assistance during the regional security situation.

For immediate danger, however, Filipinos should follow Saudi emergency instructions and contact the appropriate local emergency authorities.

Philippine Embassy Warns Filipinos to Exercise Heightened Caution

The telecommunications assistance followed a security advisory issued by Philippine diplomatic missions in Saudi Arabia.

On October 9, the Philippine Embassy in Riyadh and the Philippine Consulate General in Jeddah urged Filipino nationals to exercise heightened caution amid security developments linked to tensions involving Iran-aligned Houthi forces.

The advisory encouraged Filipinos to remain alert, avoid unnecessary exposure to dangerous areas and stay indoors when required during security alerts.

Filipinos were also advised to follow instructions issued by Saudi civil defense authorities and other relevant government agencies.

The warning highlights the importance of maintaining reliable access to communications during periods of uncertainty.

For workers living away from their families, communication channels can help them receive official instructions, report urgent concerns and coordinate assistance.

The advisory does not mean every location in Saudi Arabia is experiencing the same level of danger, and Filipinos should rely on verified local information rather than assuming conditions are identical throughout the country.

Houthi Attacks Heighten Concerns Over Filipino Safety

The latest Philippine advisory follows an extended period of regional instability.

On September 21, 2026, the Department of Migrant Workers reported that no Filipinos had been affected by explosions in Riyadh on September 18 and 19.

The department said the incidents followed drone and ballistic missile attacks attributed to Houthi militants targeting the Saudi capital and energy-related facilities near the Red Sea.

At the time of the report, Philippine authorities were coordinating with Migrant Workers Offices and diplomatic missions to monitor the welfare of Filipino nationals.

The government also encouraged workers to remain vigilant and follow advisories from Saudi authorities.

The September 21 statement was specific to those incidents and should not be interpreted as confirmation that no Filipinos have been affected by any subsequent security developments.

The latest casualty or injury totals would require updated verification from Philippine government authorities.

Airport Disruptions Create Additional Challenges

The security situation has also affected travel planning.

An October 16 report by The Global Filipino Magazine cited a Philippine diplomatic advisory dated October 15 urging Filipinos with flights departing Riyadh to reconsider nonessential travel because of disruptions at King Khalid International Airport.

The advisory said no Philippine government repatriation flights had been scheduled at that point, while commercial flights remained available through other airports, including Jeddah and Dammam.

Passengers facing cancellations were advised to coordinate directly with their airlines.

Travel arrangements can change rapidly during security emergencies.

Filipinos planning to travel should therefore confirm airport operations and flight status through airlines and official government channels before leaving for the airport.

They should not rely on previous travel advisories as confirmation of present-day flight availability.

Free Calls Are Part of PLDT’s Wider Emergency Response

The October initiative is not the first time PLDT and Smart have provided emergency connectivity to Filipinos affected by Middle East tensions.

In March 2026, the telecommunications group introduced free calling assistance for Filipinos in several countries affected by the regional conflict.

At the time, PLDT Chairman Manuel V. Pangilinan directed the company to make it easier for overseas Filipinos to contact their families.

The earlier assistance covered countries including Saudi Arabia, Iran, Israel, Iraq, Bahrain, Kuwait, Oman, Qatar and the United Arab Emirates.

The March program also provided a Philippine-based calling arrangement for eligible subscribers seeking to reach relatives in affected countries.

Those earlier benefits had their own stated conditions and duration.

They should not be assumed to remain active under the October initiative, which specifically announced assistance for subscribers in Saudi Arabia.

The repeated telecommunications response illustrates how private companies can help support overseas Filipino communities during emergencies.

Why Free Connectivity Matters to OFW Families

Overseas Filipino workers remain an important part of the Philippine economy and the social fabric of countless Filipino households.

Their earnings support families, household spending, education and other financial needs.

But living and working abroad can expose them to challenges ranging from employment disputes and unexpected travel disruptions to natural disasters and geopolitical emergencies.

During periods of instability, communication becomes an essential service rather than merely a convenience.

Access to mobile data and free calls can help workers remain in contact with employers, relatives, diplomatic missions and assistance providers.

It can also help families in the Philippines receive information directly from their loved ones rather than relying on unverified social media posts.

However, connectivity alone cannot resolve the underlying security risks.

Emergency response, access to shelter, worker protection, diplomatic coordination and reliable transportation remain essential if conditions deteriorate.

Will PLDT and Smart Extend Free Services?

PLDT Global and Smart said they would continue monitoring developments in Saudi Arabia and remained prepared to provide additional assistance.

The companies have not established in the cited October 13 announcement that the free roaming allocation would renew indefinitely or that the free calling arrangements would remain available throughout the conflict.

As a result, subscribers should verify the current validity and conditions of their benefits through official Smart and TinBo channels.

Further extensions could provide additional support if disruptions persist, but they should not be presented as confirmed until formally announced.

Bigger Question: Can Filipinos Abroad Stay Safe as the Conflict Continues?

The latest telecommunications initiative offers practical support to Filipino workers and residents in Saudi Arabia at a time of heightened uncertainty.

Smart’s free 1GB roaming allocation and PLDT Global’s free calling services can help maintain communication with families and government agencies.

But the underlying security concerns remain.

Philippine authorities continue to emphasize vigilance, coordination with diplomatic missions and compliance with Saudi safety instructions.

For overseas Filipinos, knowing how to contact assistance providers and obtain reliable information could become increasingly important as developments unfold.

Smart and PLDT Global are helping Filipinos in Saudi Arabia stay connected. But as regional tensions continue, the more urgent question is whether communication support and government preparedness will be enough to protect vulnerable overseas workers if the security situation worsens.
