LAPU-LAPU CITY, Cebu — Preparations are intensifying in Lapu-Lapu City as the Philippines gets ready to host senior defense officials from Southeast Asia and their international partners for two major ASEAN defense meetings scheduled for October 28 and 29.
The city is preparing to welcome delegates for the 20th ASEAN Defence Ministers’ Meeting (ADMM) and the 13th ADMM-Plus, with the Mactan Expo Center serving as the venue. Related activities are scheduled from October 27 to 30, according to reports from the Philippine Information Agency (PIA) and SunStar Cebu.
The gatherings will place Cebu at the center of regional discussions on defense cooperation, security challenges and the future of collaboration among ASEAN members and their dialogue partners.
Lapu-Lapu strengthens security and emergency preparations
Lapu-Lapu City Mayor Ma. Cynthia “Cindi” King-Chan said the local government is coordinating with the Department of National Defense (DND), regional government agencies, law enforcement units and the local ASEAN organizing committee to prepare for the international gathering.
During a coordination meeting on September 28, city officials reviewed preparations involving security, emergency response, traffic management, environmental services and other logistical requirements.
The City Disaster Risk Reduction and Management Office also presented its emergency response preparations, while other city offices were involved in planning support for visiting delegates.
According to SunStar Cebu and The Freeman, the city is drawing on its experience hosting major international gatherings, including the 48th ASEAN Summit and Related Meetings in May 2026 and the ASEAN Tourism Forum earlier in the year.
City officials said those experiences helped strengthen coordination, public safety, traffic management and support services for international visitors.
The preparations reflect the importance of ensuring that the meetings proceed smoothly while the city accommodates visiting officials and other participants.
Why the ASEAN defense meetings matter
The ADMM is ASEAN’s highest-level defense consultative and cooperative mechanism. It provides a forum for member states to discuss shared security concerns, build mutual trust and strengthen defense cooperation.
The ADMM-Plus expands the dialogue by bringing ASEAN defense ministers together with counterparts from eight dialogue partners: Australia, China, India, Japan, New Zealand, Russia, South Korea and the United States.
Together, the meetings provide an opportunity for participating countries to discuss regional stability, practical cooperation and common security challenges.
The 2026 gathering also marks the 20th anniversary of the ADMM, first convened in Kuala Lumpur, Malaysia, in May 2006.
Maritime security and international law among Philippine priorities
The meetings come as the Philippines continues to emphasize maritime security, regional stability and respect for international law under its 2026 ASEAN chairship.
The Philippine Information Agency reported that Defense Secretary Gilberto Teodoro Jr., who chairs the ADMM and ADMM-Plus this year, identified regional peace and stability, adherence to international law and the United Nations Convention on the Law of the Sea (UNCLOS) as priorities for the Philippines.
The country has also highlighted the importance of strengthening coordination during natural disasters, making regional cooperation relevant beyond traditional military and maritime concerns.
A report carried by GlobalSecurity.org, citing Philippine News Agency reporting, similarly noted the government’s intention to raise issues involving international law and maritime security in the regional defense discussions.
However, the precise wording of any joint statement or final agreement will depend on negotiations and consensus among participating countries. It would therefore be premature to assume that every Philippine priority will appear in the meetings’ final documents.
A major test of Cebu’s capacity to host international events
For Lapu-Lapu City, the meetings represent another opportunity to demonstrate its ability to host high-level international gatherings.
The presence of defense officials and representatives from ASEAN member states and dialogue partners will require coordination across multiple agencies, particularly for security, transportation, emergency response and delegate support.
The event also places Cebu in the spotlight as the Philippines carries out its ASEAN chairship activities throughout 2026.
With preparations involving the national government, provincial authorities and city officials, attention will turn to the successful conduct of the meetings—and to the regional security priorities that participating defense ministers can agree on.
The bigger question is what the meetings will deliver. As delegates gather in Cebu, the discussions on maritime security, international law and regional cooperation could help shape the direction of ASEAN defense engagement, although the final outcome will depend on the participating governments.
